Finance Coordinator
Alight

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

Under the supervision of the Head of Finance and as part of the Coordination team, you will be in charge of managing the financial aspects of the organization.
The Finance Manager is responsible for providing direct accounts and financial support to the department with a focus on financial reporting, accountings, analysis, budget preparation, auditing, internal control and monitoring, as well as process and system improvements.



 
 Duties and responsibilities:

Management and Leadership

  • Ensure finance policies and procedures are understood by Senior Management, Operations/Technical staff, Communities, and Local Partners, as appropriate.
  • Facilitate Head of Finance Operations, Programs and other non-finance staff in understanding and interpretation of financial management
  • Actively participate in the meetings, i.e. Grants Opening Meeting, tender opening meetings, staff meeting, donor meetings etc.
  • Adhere to Alight key policy documents – mission and core values.
     

Financial Management;

  • Oversee financial aspects of the program and projects ensure compliance with relevant donor requirements and ALIGHT regulations;
  • Work with the Head of Finance and donors to produce timely, quality, and accurate financial reports and practices, including monthly financial reports;
  • Supervise finance support staff to maintain financial records;
  • Assist Accounts department to manage payments to local and international outside service providers;
  • Review (BVAs) budget V actual reports and provide feedback to Head of Finance and management and take corrective measures to respond the findings and gaps with consultation of Head of Finance.
  • With consultation of Program and other team members prepare (LOGSP) life of grant spending plan and monitor the actual with planned activities
  • Oversee financial management of subawards and subcontracts in coordination with the Subgrants Officer;
  • Ensure that proper financial procedures and systems are operated and maintained;
  • Oversee local payroll and maintain local tax compliance, social insurance, severance and other benefits record;
  • Assist with new business development, including budget preparation and forecasting;
  • Ensure all financial transactions are accurately recorded and reported, working closely with Accounting & Process & Systems teams.
  • Perform on-going analysis of budgetary status and impact of supplemental needs and requests, prepare periodic and ad-hoc analyses of Budget/Forecast versus Actual
  • Prepare reconciliations of revenue and all balance sheet account and ensure timely clearance of all outstanding balances, including staff advances.
  • With consultation of Had of Finance prepare consolidated and annual budget of the country program.
  • Audit, Compliance and internal controls management
  • Draft the ToR for external audit.
  • Make sure that reports are available for audit as per agreed audit schedule.
  • Facilitate and coordinate in country audits requested by host government and donors
  • Manage preparations of internal and external audits, and prepare responses and actions to audit comments;
  • Prepare action plan based on audit findings and enforce the recommendation of auditors and management.

 

Others but not limited to

  • Check compliance to procurement policies.
  • Review contract and leases to make sure that term and conditions on finance are in line with policy/practice
  • With consultation of operations, ensure all leases are renewed timely
  • With consultation of Head of Finance set the budget exchange rate toward reducing the negative impact of the exchange rate fluctuation.
  • Ensure the assets held in other currencies are revaluated periodically to reflect the
  • market rates.
  • With consultation of Head of Finance Assess partner’s financial system for selection.
  • Review financial reports of partners and ensure periodic finance monitoring of partner and share finding with Head of Finance.
  • With consultation of Head of Finance provide training to partner on financial management.

 
 Minimum Qualification, Skills and Experience Required:

  • Strong accounting and financial management skills
  • Minimum 4 years’ experience in finance management on similar position with INGO
  • Practical working experience with auditors and donors (USAID, UNICEF, WFP, EC, UNHCR etc.)
  • Bachelor’s degree in Accounting, Finance or Business Administration, or a related field.
  • MBA in Finance, MSC in Finance/Accounting/Auditing preferred.
  • Solid practical experience in applying accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
  • Ability to lead and manage a diverse team in a challenging programmatic context.
