Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

 Background:

The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudan’s democratic transformation through activities that 1. enable the civilian-led government to demonstrate progress on key transition processes; 2. strengthen civic engagement; and 3. expand independent media. The Grants Manager will report directly to the Implementation Manager - Grants or their designee and will work closely with the Grants Management Unit and the Implementation Director to achieve TNS objectives.
 


 
 Duties and responsibilities:

Leads grants management within designated GMU for grants issued to local governmental and non-governmental organizations, working closely with senior management and the program development team 
Oversees grants assistants, including providing technical guidance and day-to-day task management
Prepares grant agreements, negotiation memos, and detailed budgets on a regular basis, ensuring attention to detail, compliance, and accuracy
Coordinates with the PDO to provide input in the design and development of grants to ensure activities are feasible, achievable within current capacity, and comply with all relevant policies and procedures 
With input from engineer, prepares all environmental compliance documentation and integrates requirements into all grant implementation plans. Seeks approval from Engineer and IMPD on all environmental compliance documentation. Coordinates with engineer and MEL team to ensure accurate monitoring of environmental compliance
Serves as implementation POC with grantee after grant kick-off, coordinating with PDO regularly to ensure technically accurate implementation. Elevates successes, delays, and challenges to senior management
Manages grant implementation and monitoring of schedule, budget, and performance, ensuring grant implementation is conducted in compliance with all relevant requirements and donor regulations 
Manages the grant closeout process within designated GMU; ensures grant closeouts within six weeks of activity completion  
Leads activity specific implementation and grant kick-off meetings in partnership with the rest of the program team and senior management 
Coordinates regularly with TNS finance and TNS procurement teams to track upcoming and completed payments, as compared to grant budgets and implementation plans 
Coordinates with Grants Assistant and finance team to ensure all STTA timesheets are received and paid on time.  Conducts a compliance review of all STTA deliverables to ensure adherence to consultant agreement 
Participates in the development and continuous improvement of the program strategic framework and objectives
Other duties as assigned 

 
 Minimum Qualification, Skills and Experience Required:

At least 3 years of relevant work experience in the management and administration of grants and/or donor or donor-funded projects
Bachelor’s degree required and Master’s degree in a relevant subject area preferred
Strong management and administrative skills, and demonstrated experience managing grants, preferably both cash and in-kind
Demonstrated experience in grant management focused on ensuring that procurement, finance, logistics, and programmatic aspects are being implemented on-time and in accordance with the specifications of the approved activity
Demonstrated budgeting creation and management expertise
Fluent Arabic and strong English language skills required
