 Gross Salary: 30,400 – 33,200 USD per annum
 Working hours: full time; 37.5 hours per week (Sun-Thurs)

 Background:

GPG is setting up an office in Khartoum to deliver a programme funded by the UK Foreign, Commonwealth and Development Office (FCDO) and British Council Sudan to support Sudan’s transition to democracy.  This support includes working closely with key stakeholders across the political landscape in the establishment of a transitional legislative council and its effective function, as well as supporting government ministries in delivering their priorities for the transition.



 
 Duties and responsibilities:

Based in Khartoum, this position will report to Country Director for Sudan. The finance and administrative manager will be responsible for:

  • Manages all finance, administrative, human resources, procurement and facilities related aspects of the Khartoum office, and supervises the Programme’s support team;
  • Monitors adherence to financial and contractual requirements in line with GPG and donor financial and procurement procedures and policies, with special focus on timelines for reporting, invoicing and disbursement;
  • Prepares financial projections, statements and expenditure reports as required;
  • Prepares the Payroll files for Sudan based Staff. Preparing the pay slips, liaising with the relevant government offices to ensure that all the necessary contributions are paid by GPG in a timely manner.
  • Ensures that there is a clear Audit Trail for all staff salary payments.
  • Provides support and guidance to internal and external stakeholders and partners in all matters related to grant management, contract management, as well as the preparation and revision of budgets;
  • Provides budget management support to the project’s internal and external stakeholders and partners through monthly project budget reviews;
  • Coordinates and monitors the usage and maintenance of the office facility, equipment and vehicles;
  • Manages GPG Sudan bank account and all banking matters;
  • Reconciles bank statements and petty cash funds of the office;
  • Operates and maintains use of computerized accounting system (Xero) and spreadsheets to assist day to day accounting procedures and reporting requirements;
  • Ensures compliance with UK financial and procurement policies;
  • Maintains records for fixed assets and updates them on a quarterly basis;
  • Coordinates with lawyers on matters of tax, labour, employment etc as required;
  • Coordinates with UK based operations team on project and office finances;
  • Provide team members with any financial support as and when required
  • Supports project logistical arrangements eg liaison with hotels and transport companies;

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in business, or financial management
  • Minimum 7 years of progressive responsibility in supporting Accounting, Finance and Administration
  • Knowledge of award and contract regulations and reporting requirements of UK and/or other major donors advantageous is highly desirable;
  • Experience in working in an international context, e.g. in an intergovernmental organization, considered an advantage;
  • Excellent knowledge of Microsoft Office package (including MS Work, Excel and PowerPoint) and Internet is required; Knowledge of XERO accounting system is desirable.
  • Must be fluent in English and Arabic
  • Must have the right to work full time in Sudan
