The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:
Background: After the outbreak of violent conflict in Benishangul-Gumuz regional state in the Western Ethiopia refugees started to cross the border into Blue Nile State in Southeast of Sudan. Refugees are fleeing their home country due to generalized violence and fear of persecution by different armed groups and militia. The refugee influx into Blue Nile State started at the end November 2020 from Benishangul Gumuz in Ethiopia. The majority of refugees are from Gumuz and Berta ethnic groups and other sub-groups namely Kwama, Shinasha; Jabalween (Jabalawin); Kadhlu; Fabwein; Fawansa, Gbaween (Gubaina); Fabiro (Kabiro); Agaw-awi and Tigray who are minority.
As of June 2021, about 7,500 individuals had arrived in Sudan through different border entry points such as Dem Saad, Manchaleng, Yabacher, Menza, Shamfoz and Magano. At the border entry points, household registration is conducted by the office of the Commissioner of Refugees (COR) with support from UNHCR as a form of initial screening in preparation for relocation from the border as well as identification of immediate protection needs by individuals and households. A camp has been established (Camp 6) near Village 6 for the voluntary relocation of refugees from the localities they have arrived to; about 1,200 have been relocated here so far. At Camp 6, registration will be conducted at individual level by both COR and UNHCR. Individual registration is important to facilitate identification of persons with specific protection needs and also facilitate various assistance interventions at the camp including food and core relief items.
The Senior Registration Assistant will be the Team Leader of the Joint Registration team consisting of COR and UNHCR, s/he will be a reporting to the Emergency Coordinator or Field Officer covering the response in Blue Nile State. The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. S/he provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements. S/he liaises closely with protection staff and partners to ensure timely identification and referral of persons of concern (POC) for protection follow up. The Registration Assistant may assist in compiling and analyzing information related to registration activities in the operation. The incumbent may provide interpretation and/or translation services in cases for which s/he has the required language competencies. The incumbent shall support the office in coordinating registration activities with Government of Sudan and other stakeholders.

Duties and responsibilities: The incumbent will be responsible for the following tasks among others. The tasks will be performed in Blue Nile State however occasional support missions to other states could be approved whenever needs arise.
3. Monitoring and Progress Controls
Based on the current Sudan registration strategy, by the end of 2022, COR and UNHCR should have concluded the registration backlogs in all locations. In Blue Nile, it is anticipated that the population of approximately 8,000 will be moved to the camp and any other additional arrivals registered on an individual basis. Several assistance initiatives take place in the camp on a monthly or ad-hoc basis will be conducted through biometric verification of beneficiaries, the incumbent will be involved in the planning and implementation of these initiatives.
The main guide for performance monitoring will be the achievement of the weekly and monthly registration targets assigned to the incumbent’s team.
