World Vision Khartoum State seeking to recruit qualified Cash & Voucher Programmingr based in Khartoum State.

PURPOSE OF POSITION

The Cash and Voucher Assistance Technical Specialist/Coordinator will provide leadership for Cash related assessment, program design, Implementation and learning interventions as well as coordination and engagements representing World Vision Sudan. She/he will support the integration of cash programming into different sectors and multipurpose objectives.

Project Planning & Design

25%

  • Ensure that Cash & Voucher Programming projects are designed to meet or exceed WV Sudan’s, donor and industry standards and guidelines;
  • Provide technical support to WV Sudan cash programming including Cash feasibility assessments, Market assessments, determination of response options, delivery mechanisms and appropriate modalities to be implemented.
  • Work closely with technical sectors: (Livelihoods& Resilience, Health & Nutrition, Education & Protection, WASH, DMT), Departments: RAM, Operations, ICT, Finance & Supply Chain and other Support Services for effective planning and implementation of Cash & Voucher Programming within WV Sudan.  
  • Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.
  • Well-designed projects
  • Timely project implementation as demonstrated in monitoring and reporting tools
  • Demonstrated integration with other sectors

 

Operations Support (15%)

  • Support field teams to set up CVP operations
  • Develop Standard Operating Procuedures (SOPs) for the selected delivery mechanisms (Mobile Money, Electronic Voucher, Banks, etc)
  • Provide orientation during startup workshop
  • Suport digital registration and data management
  • Ensure that monthly and regular reports are submitted timely (CTMR, donor  reports, etc).
  • SOPs are inplaced
  • Operations team are oriented the step by step cash delivery and reporing processes
  • Accurate and Quality reports are submitted.
  • Digital registration and Payment systems inplaced

Coordination and Networking;

20%

  • Lead coordinantion and networking initiatives on CVP for WV Sudan. This includes engagements with the Cash Working Group, CaLP, Government State Deparatments, Consortiums, the HPPP, NGOs and other stakeholders in that space.   
  • Where possible, provide leadership for working groups or task teams.
  • Work with RAM, Technical Teams and partners to develop winning proposals that incorporate CVP as a modality.   
  • Establish And maintain good relationship with Government Departments, CBOs, funding partners, Support Offices, & private sector actors involved in CVP
  • Relationships leading to funding and partnership opportunities
  • SO/client/partners satisfaction with engagement
  • Quality of events and promotional materials

Capacity Building

10%

  • With the support of GC CVP leads, lead CVP Capacity assessment and capacity building initiatives for WV Sudan staff and partners.  
  • Provide technical and supervisory support to WV partners utilizing CVP modalities
  • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.

Financial and Contractual Management

  • Liaise with the finance team in budget preparation for CVP projects
  • Oversight to ensure the projects are implemented in accordance to the approved budgets
  • Work closely with Finance Department to track financial transactions from funding partners to WV and eventually to recipients.
  • Initiate and Manage the contractual processes among key partners and support offices in consultation with the WV Sudan risk and compliance department
  • Project spending is within the acceptable limits
  • Timely submission of accurate reports
  • Well documented MoUs and partnership agreements

Monitoring, Evaluation & Learning

15%

  • Innovate, test or replicate good ideas to scale up multipurpose cash based programming both in humanitarian, social safety net or development programming.
  • Set up CVP monitoring, accountability and learning systems and address findings and recommendations on a regular basis.
  • Design and facilitate market assessments and document lessons for sharing internally and with key partners
  • Ensure regular program reports are generated and shared internally, with project partners.
  • Ensure internal control systems are in placed to identify and manage potential risks associated with CVP

 Minimum Qualification, Skills and Experience Required:

Minimum education, training and experience requirements to qualify for the position:

 

  • Bachelor degree in the fields of: Social Science, Economics, Statistics or related field.  A postgraduate training in Monitoring & Evaluation, Statistics, Economics, Computer Science, Agriculture or related field will be an added advantage.
  • At least five years of experience in Cash and Voucher Programming including conducting Cash Feasibility Assessment, Market Assessment, Designing Projects, implementing CVP programs Experience supporting strategic programme development including successful proposal development for humanitarian donors
  • Strong evidence of good interpersonal and communication skills
  • Experience working with Mobile Network Operators (MNOs) and Financial Service Providers (FSPs).
  • Experience in managing diverse team including experience in working with internal staff
  • Experience working with both local and internal partners to design programs, implement or build capacity
  • Experience in setting up functioning monitoring and accountability systems
  • Experience in coordinating multi-agency programs and consortium/network development
  • Understanding of program design process, and monitoring/evaluation frameworks
  • Highly flexible and organized, able to coordinate private sector players and guide the WV*** technical decision making process on new and upcoming funding opportunities
  • Able to manage multiple, simultaneous demands and willing to take on new tasks on an ad hoc basis as assigned by the supervisor
  • Ability to work both on own initiative and as part of a team in a high-pressure environment while adhering to deadlines
  • Excellent interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus.
  • Ability to work well in and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Proficient in written and spoken English. Arabic a plus.

  • Have at least 7 years’ experience in Humanitarian sector, 3 years of which at management level of Cash/Food Assistance programing.
  • Experience in engaging with donors, private sector players, government agencies, INGOs among others
  • Experience in Cash/Food Assistance programming
  • Experience in managing diverse team including experience in working with internal staff
  • Experience working with both local and internal partners to design programs, implement or build capacity
  • Experience in setting up functioning monitoring and accountability systems
  • Experience in coordinating multi-agency programs and consortium/network development

The role is expected to champion the ingegratin of CBP into WV *** programming. With an anticipated establishment of CCD in *** alongside other cash working groups in the *** where WV*** is a keen in taking lead, the role will be very critical in fostering external engagement and networking.
