 Background:

Technical Adviser for Entrepreneurship Promotion

for the project “Employment Promotion Darfur for Refugees, IDPs and host communities”

Duty station is Khartoum with regular duty trips to Nyala, El Fasher and El Geneina.

 

Context

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ implements a project to promote employment in the three capitals of North, West and South Darfur. The project aims at improving the livelihoods of the local population, internally displaced persons and refugees by enhancing both the demand and supply sides of the labour market. On the demand side, the project works with private sector organisations and producer associations to improve business and entrepreneurship development services that will enable young people to start their own business and artisan workshops and small businesses to grow and create jobs. On the supply side the project strengthens the capacities of technical and vocational training providers to deliver market-oriented skills training. To complement these efforts, assistance is provided to stakeholders, including the Labour Offices in the three respective towns, who can link young job seekers to opportunities for apprenticeship, employment or self-employment. Particular attention is paid to marginalised groups such as internally displaced persons, refugees and women.



 
 Duties and responsibilities:

  1. Responsibilities

The position holder will be a technical adviser in the field of entrepreneurship promotion and the thematic lead for the entrepreneurship promotion subcomponent; the responsibilities include:

 

  • Designing, implementing and monitoring project activities in the field of entrepreneurship promotion.
  • Liaising with all implementing partners relevant to the field of entrepreneurship promotion (e.g. youth hubs, business associations, corporates, relevant government departments and other implementing agencies relevant in this field).
  • Ensuring the delivery of tailor-made, high quality and market-oriented advice to the technical advisors, project consultants and partners.
  • Providing regular updates to the component leader ‘private sector development’ and ensure deliverables are submitted on time.
  • Acting as monitoring and evaluation(M&E) focal point for the entrepreneurship promotion subcomponent.

 

  1. Tasks

In this context, the position holder fulfils the following tasks:

 

  • Thematic lead for entrepreneurship promotion sub-component
    • Providing key inputs to develop the project’s private sector development strategy and an effective approach to entrepreneurship promotion.
    • Supporting the recruitment of new staff members and their onboarding processes.
    • Identifying, assessing and advising partner organizations (youth organizations in Darfur) to grow into functioning start-up hubs or social enterprises.
    • Quality control for the activities implemented in the field of entrepreneurship promotion
    • Providing progress reports and ensures deliverables are submitted on time.
    • Supporting the component Leader in engaging and collaborating with other development stakeholder operating in the same geographic location and/or operating in the same technical space.
    • Supporting the component Leader in monitoring and managing risks associated with the implementation and outcomes.
    • Representing the component to external public audiences.
    • Ensure cross-learning between partnerships across program interventions

 

  • Implementation and monitoring of entrepreneurship promotion activities:
    • Designing project activities geared towards boosting entrepreneurship promotion
    • Support to the component leader at tendering processes on project activities including terms of references and assessment of bidders according to GIZ regulations.
    • Provide oversight to the management and implementation of partnership agreements by ensuring adequate technical support to implementing partners.
    • (Co) facilitation training and workshops.
    • Hands-on support on-site in Darfur with the implementation of activities.
    • Piloting and documenting ways to increase the project’s outreach to refugees.
    • Exploring qualitative M&E methods to support innovative and impactful programming as well as knowledge sharing and reporting products.

 

  • Additional task:
    • Accompanying high-level visitors to present the projects’ activities in Darfur.
    • Performing other duties and tasks at the request of the PSD component leader or the project management.

 
 Minimum Qualification, Skills and Experience Required:

Professional

  • University degree (at least Bachelor or equivalent) in economics, business studies or other relevant field, OR secondary school diploma.
  • At least5 years of relevant work experience in start-up promotion and youth entrepreneurship.
  • Experience in project design and implementation, preferably in the field of international development cooperation.
  • Experience in monitoring and evaluation.
  • Experience in gender mainstreaming.
  • Experience with and passionate about facilitating trainings and workshops.
  • Excellent writing and verbal communication skills in English and Arabic.
  • Ability to draw on an existing network of social entrepreneurs in Sudan is an advantage.

 

Personal

  • Excellent intercultural and interpersonal competencies and experience with working in international teams.
  • Ability to communicate with different stakeholders from both private and public sectors.
  • Proven communication and negotiation skills to handle sensitive situations.
  • A solution-oriented mindset and hands-on attitude.
  • Ability to work efficiently with tight deadlines and competing priorities.
