Background:
Humanitarian needs in Sudan are complex with multiple drivers including internal displacement due to armed conflict between state and non-state armed groups, and inter-tribal /communal conflicts related to access to land and scarcity in natural resource; and the influx of refugees due to armed conflict and political insecurity in neighbouring countries.
Protracted IDPs, often having faced multiple displacements and asylum seekers and refugees remain largely dependent on humanitarian aid. Additionally, cyclical challenges such as fire outbreaks (in arid areas in Sudan) and seasonal heavy rains and flooding result in IDPs/refugees losing their shelters and belongings.

Duties and responsibilities:
UNHCR is leading the Shelter/NFI sector Response, outlining an initial strong need for emergency shelter material and NFIs in Sudan to restore a minimal sense of dignity and protection against exposure to the elements and mitigate health risks.
UNHCR Sudan is leading the Emergency Shelter/Non-Food Item (ES/NFI) Sector. Sector coordination and management of the NFI Common Pipeline (CHP) of ES/NFIs for internally displaced/ disaster affected and returnee populations in Sudan, including transportation of ES/NFIs to the location of distribution have been managed by UNHCR.
The Program Associate (Shelter & NFI) will work alongside the Shelter/NFI sub national Coordinator on the day-to-day facilitation and coordination of the work of the sector, actively supporting the achievement and tasks of the unit.
3. Monitoring and Progress Controls

Provide technical input related to physical planning of shelter, infrastructure and associated fields, with due consideration to environmental concerns, to the local context, UNHCR operation and implementing partners involved in assisting persons of concern to UNHCR.

Work with UNHCR’s Implementing Partners in the design, planning and formulation of activities to ensure cost effective, technologically sound and socially appropriate approach.

Provide technical guidance and supervision in shelter and NFI activities. This includes making recommendations on the procurement of the required shelter materials, equipment and tools to ensure timely implementation.

Provide technical guidance and supervision to UNHCR partners taking into account the technical standards and UNHCR’s protection mandate and policy priorities, such as the environment, women and children, groups with specific needs, etc.

Provide regular technical reports to the supervisor and to other colleagues as appropriate.

Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions for shelter and non-food items (NFI) for internally displaced people, returnees, and refugees for all areas of responsibility under UNHCR Sudan.

Support in reporting related to UNHCR Country Operation Plan, Country Response Plans and Global Shelter Cluster reporting requirements.

Participate and support in the preparation and monitoring of annual response plans with UNHCR partners.

Review the implementation and performance of partners through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required of shelter and NFI projects in close coordination with relevant sections and key stakeholders (program, Refugee Coordination Forum, site planners and Shelter/NFI sector field focal points etc.).

Participate and support in interagency needs assessment meetings and field missions as required.

Perform other duties as required.

Minimum Qualification, Skills and Experience Required:
-
Prior experience of implementing Shelter programs in humanitarian context and exposure to humanitarian coordination mechanisms, ideally exposure to the cluster approach, preferably at field level.

Good knowledge of NFI related technical guidelines, distribution procedures and standards, tracking and monitoring tools, as well as standards related to Shelter, protection, WASH, environment and land use.
a. Education

Completion of Secondary education and post-secondary training/ certificate in Political Science,
-
Social Science, International Development or related field.

Completion of the UNHCR Learning programmes or specific training relevant to functions of the position
-
Good knowledge of UNHCR financial rules, procedures and processes

Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities specifically with Shelter and NFI Sector Activities

Experience in reporting and Information management.
b. Work Experience
-
Minimum 6 years of previous job experience relevant to the function, 4 years of job experience with post-secondary education or 2 year so relevant experience with a master's degree.

Familiarity with and considerable Field exposure to UNHCR programme planning and implementation and on humanitarian operations.
c. Key Competencies

Computer skills (in MS office) and Technical drafting and design skills, preferably with basis computer-aided drafting (CAD) experience.
