JOB PURPOSE

To support WFP staff and family members in Darfur n their mission, the DAMAT Head Doctor, with WFP HQ and Country Office Support will establish high quality primary care clinic initially for the 2500 WFP employees’/family members in Darfur in medically underserved locations where previously, UN Level One clinics were available. Once established, DAMAT will be extended to other UN agencies' staff and family members.

 

The aim of DAMAT is to have a team of doctors that provide excellent primary care and stabilize emergencies, to offer timely technical input for medical evacuations and provide health education for WFP employees and their family in the locations identified by the Country Office (CD).

 

In addition to providing patient care, the Head Doctor of the DARFUR Medical Assistance Team (DAMAT) will be responsible both for patient care and for the supervision of the clinical care provided by all doctors operating in Darfur Office and the coordination of the doctors' Locations. While the Head Doctor collaborates with the DAFUR Project Manager on the Logistical and operational issues of the clinics, the main responsibilities of the Head Doctor are evidence based primary healthcare and clinical care oversight. The Head Doctor (HD) will be based mostly in Nyala but will rotate to the other clinics as needed.

KEY ACCOUNTABILITIES (not all-inclusive)

In the initial phase (before DAMAT is completely operational) the Head Doctor will work in synergy with the Project Manager to:

  1. Establish pharmaceutical and medical supplies supply chain, in particular working with UNAMID and Sudanese National Medical Supplies Fund.
  2. Establish appropriate procurement channels to ensure the clinics are:
  1. completely and adequately stocked with pharmaceuticals, medical equipment and medical supplies

  3. Advise, guide, collaborate and verify timelines with WFP Engineers/Architect and other stakeholders on the clinic construction/renovation projects and their furnishing to ensure clinical suitability
  4. Establish the clinical networks for referrals to specialists particularly in Nyala.
  5. Establish a MOU with Sudanese Turkish Hospital for DAMAT patient laboratory in Nyala.
  6. Confirm the Project plan organigram and undertake the recruitment of GPs, Nurses and Business Support Assistant.

Once the DAMAT clinics are established and DAMAT is operational, the Head Doctor- DAMAT

  1. Ensuring evidence-based patient care and practice in line with Medical Professional Standards and deontological norms;
  2. Provide consultation in Nyala clinic and other clinic locations initially to WFP and then to other UN agency employees and eligible family members;
  3. Undertaking entry, periodic/exit medial examinations, Drives examinations and other clinical Services.
  4. Managing patient referrals appropriately and providing follow up/case management for the referral, in conjunction with the Chief Medical Officer and other UN agency Doctors, as necessary, considering referral to all available and appropriate qualified specialists and consultants in Sudan and abroad;
  5. Coordinating and ensuring highest level of patient care with WFP/UN agency Doctors including weekly peer review of clinical cases.
  6. For epidemiological purposes, reporting to the Chief Medical Officer on at least monthly basis:
  1. cumulative diagnoses seen.
  2. diagnoses per each clinic location.
  3. diagnoses per contract type.
  4. diagnoses by gender.
  5. diagnoses for employees and for family members.
  6. diagnoses by Organization (when applicable)
  7. Other cumulative diagnoses reporting as needed.
  1. Maintaining excellent communication and regular meetings with the Chief Medical Officer and WFP Project Manager keeping relevant minutes for the record;
  2. Coordinating with the DAMAT Project Manager to implement recommended action and improvements,
  3. Coordinating with the DAMAT Project Manager a patient data system for booking and insurance purpose;
  4. Being responsible (with assistance of the DAMAT Project Manager and the rest of the medical team in Darfur) for all aspects of patient feedback through surveys, feedback mechanisms, complaint, suggestions & compliment handling;
  5. Coordinate with the DAMAT Project Manager to the purchase of medicines and consumables on a regular basis;
  6. Ensuring security for pharmacy/medical supplies and equipment in storage areas in accordance with local regulation;
  7. Participating in Campaign on health promotion (e.g. health lifestyle, stress management, etc.) and injury and illness prevention (e.g. use of personal protective equipment, personal precautions for the prevention of transmissible diseases, etc.) through employee and family member briefing, in newsletters and when requested by WFP Project Manager;
  8. Securing and protecting confidential patient information by recording all consultations in- their private medical record system-without sharing any patient information with UN agency except the minimum necessary for medical evacuations, emergency care or referrals;
  9. Ensuring that all DMART Doctors secure and protect confidential patient information by recording all consultations in Electronic Medical Records system without sharing any patient information with UN agency except the minimum necessary medial evacuations, emergency care or referrals;
  10. Tracking and report data on clinical service utilization on monthly basis in coordination with DAMART Project Manager;
  11. Being available for regular working hours, travel is required with rotations to each clinical location for a week. After work hour support required only exceptionally.
  12. Providing clinical information to the Chief Medical Officer, other WFP or UN Doctors in the case of medical evacuation and medical travel;
  13. Liaising with the Country Office or Regional Staff Counsellors for employees’/family members requiring their intervention or attention;
  14. Additional tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree (Doctorate, Master or equivalent) in Medicine or demonstrably equivalent studies from a recognize institution. Registration as a General Practitioner in the country or origin is required.
  • Additional training or certification in emergency cases management will be an advantage.
    Experience:
  • Minimum five (5) years of progressively responsible professional post graduate experience relevant to the field is required.
  • Experience either working in a hardship location under very difficult and insures environments is an asset.

Language:

  • Fluency (Level C) in English language. Arabic (proficiency: strong desirable

 Knowledge & Skills:  

  • Specialist expertise in the assessment and treatment of medical health needs and the assessment of future health risks.
  • Demonstrated skills to create trusted environment in which patient can talk confidentially.
  • Ability to manage medical emergency situation with limited resources.

  • Excellent communication skills (oral, written and presentation)
