 Duties and responsibilities:

  • The Project Accountant will report to Area Finance Coordinator, S/he will work collaboratively with the project manager, and Support Services department in area of Finance, procurement, logistics, HR and grant finance management.
  • She/he will Supports in implementation of global and country financial strategies in the Country and to provide timely and reliable financial information and analysis that leads to effective decision making at the White Nile program Area and sub offices. 
  • Contributes to Plan International Sudan Strategic objective for finance by ensuring effective business critical support information is in place and contributing to maximize the available of resources for the program by cost effective financial processes and other operating activities by timely and accurate management reporting.
  • Provide the needed support to the CO finance operation in order to improve overall transparency and accountability in Plan’s external financial report.

 

Accountabilities

 

Processing payment and budgetary control

 

  • Review of Payment/Journal voucher packages and ensure they are in line with Plan 
  • Ensure that all payments effected have adequately funded budget lines and are procedures/controls and aligned with donor requirements.
  • Ensuring all payment documents are properly filled and support for smooth audit trials.
  • Ensure all documents are stamped, signed and documented properly
  • Monitor the project budget and ensure spending is in line for approved grants projects and support Program team with regular updates of grants project line-item budget vs actual variance reports.
  • Ensure cost recoveries are effect accurately for optimum budget utilization and in line with Plan’s cost recovery guidelines. 
  • Ensure real-time posting of entries in SAP to facilitate smooth month end and year-end process. Reviewing and reconciling regularly grants projects ledger reports for accuracy and taking timely corrective action.
  • Participate in the annual planning and budgeting process by completing tasks which may be assigned by the Senior Grants Accountant or CG&FM
  • Effectively participate in project budget modification process 

 

Financial Reporting, Internal Controls & Compliance

  • Responsible for timely and accurate donor financial reporting.
  • Responsible with timely liquidation of Field program expenses for accurate donor financial reports 
  • Review staff advances liquidation reports prepared by Field Staff and ensure timely liquidation, data entry in SAP and timely follow up of any overdue advances.
  • Responsible with Field Office filling and record keeping of accounting records, which include expenditure vouchers, financial reports and donor related communications and agreements (copy FAD, approved budget and project visit reports)
  • Ensure timely preparation of accurate donor financial report for UNICEF Funded projects and coordinate timely submission to donors /NOs after approval. 
  • Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time 
  • Ensure grants accounting records, which include expenditure vouchers and financial reports, are properly filed.

 

  • Project support visits to Partners, Plan PU and field offices, verify on site, ensure project implementation is in line with donor requirements and share project visit reports with Project Managers, and line Managers.
  • Participate in partner financial management capacity assessments
  • Review outstanding grants funded partner advances, and follow-up for prompt liquidationsManagement of country Intercompany process, ensuring recharges are processed before intercompany cut-off
  • SAP generated documents are printed attached to payment package and made ready for filing. 
  • Maintain Staff and ledger for advances to ensure advances are tracked for timely liquidation.

 

Others

  • Any other functions and responsibilities of appropriate nature to project Management assigned by the supervisor

 

  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

Key relationships

Internal Communication:

  • Area Finance Coordinator and Country finance Manager – High level of Communication to report, seek approvals, sharing views to strengthen the program area and to ensure continues support for the program and Finance.
  • Program Area Manager – High level of communication to support and provide hand holding support to understand the model and to respond to queries 
  • Regular communication with Finance team, Support Services and program department in Program Area to share reports and updates.

 

External Communication:

  • Partners – high level of communication to share and understand progress of the operations.

 
 Minimum Qualification, Skills and Experience Required:

  12. Knowledge and expertise 
  • At least 2 -3 years of experience working in Finance and Accounting role in an INGO or UN agencies.
  • Demonstrable experience in Finance management and staff coordination.
  • Knowledge and understanding of Sudan policy (taxation and Social Insurance)
  • Highly developed interpersonal and communication skills including good listening skills, influencing, negotiation and coaching

Capacity to build and maintain relationships and to work effectively in a multicultural and multi- ethnic environment respecting diversity

Essential

  • Bachelor's degree in accounting, Finance or Financial Management, or professional qualification in accountancy international.
  • Experience managing finances for DFID, EC, ECHO, UNDP or US Aid funded projects.
  • Fluency in English and Arabic, writing and speaking skills is required.
  • Experience with Microsoft Word, Excel, Power Point and Outlook

Physical Environment

  • Must work in busiest environment outside the office with multi stakeholders.
  • Must work outside in an extremely hot and humid climate to perform tasks related to program. 
  • Must work under high stresses. 
  • Must work off hours after daily working hours when ever requirement arises
