Consultant Title: Protection Consultant

Base/ Location: Port-Sudan 50%, 50% home/ remotely work

Start Date: Immediately.

Propose duration of consultancy: 3 Months.

Total Payment for this assignment: 4,500 USD (the payment will be in SDG currency using bank rate).

Reporting to: Protection Coordinator with copy to Programs Manager, and Country Director.

 Duties and responsibilities:

Major Functions/ Responsibilities:

The purpose of this consultancy works to drafting Standard Operating Procedures (SOPs) and manuals guideline on sub-sectors of General Protection, GBV, Child Protection to be matching with national, cluster/ sub-clusters, and international standards.

Deliverables:

  • 3 SOPs, every SOP covers one of the sub-sectors of 1. General Protection, 2. Gender-based Violence (GBV), and 3. Child Protection (CP).
  • 3 Manuals guideline, every manual covers one of the sub-sectors of 1. General Protection, 2. Gender-based Violence (GBV), and 3. Child Protection (CP).

Scope of work:

The SOPs and Manuals guideline for protection sub-sectors should include the below related activities and roles:

General Protection:

  1. Establishment/ Construction and running of Multi-Purpose Community Centre (MPCC).
  2. Establishment, capacity building and functional of Community-based protection networks (CBPNs).
  3. Identification and accessible for Persons with Specific Needs (PSN) to direct support services such as provision of In-kind or Individual Protection Assistance (IPA).
  4. Establishment of referral mechanism and conduction of services mapping.
  5. Conduct Protection Desk and MHPSS for PSN include Group-based PSS activities.
  6. Conduct Awareness Raising activities (sessions/ campaigns) include mobile approaches activities on protection related issues.
  7. Implementing Community Support Projects.
  8. Conduct regular Protection Monitoring both through presence and remotely.
  9. Conduct protection needs assessments.
  10. Coordinate with national authorities to facilitate Vulnerable people to take civil documents (birth certificates, national numbers, national IDs, and marriage certificates).
  11. Capacity Building for service providers on Protection related issues.

 

Gender-based Violence (GBV):

  1. Establish/strengthen service delivery in the underserved locations and improve survivor access to dignified and safe specialized GBV and multi-sector services in line with GBV Guiding Principles and Survivor-centered Approaches, such as Establishment/ Construction and running of Women and Girls Safe Spaces.
  2. Provide case management to enhance GBV survivor’s access to life-saving services, as well as legal and protection services, with their full consent to address their needs, in a coordinated manner.
  3. Direct Support includes distribution of Dignity Kits, and Referral of survivor to GBV specialized services.
  4. Provide clinical management of rape (CMR) for GBV Survivors.
  5. Provide psycho-social support and support the referral of GBV Survivors.
  6. Establishment, capacity building and functional of Community-based protection networks (CBPNs).
  7. Support Women Economic Empowerment through conduct of vocational skills training and provision of Startup capital for IGAs.
  8. Coordinate, strengthen and conduct GBV prevention, risk mitigation, and response during emergencies, ensuring survivors’ safety, dignity, and access to life saving services including minimize risks of sexual violence, harassment and exploitation, and Integrate GBV risk mitigation measures into interventions.
  9. Conduct rapid safety audit/ assessments with women, adolescent girls and other at-risk groups to identify and address barriers to safe access to services.
  10. Conduct Awareness Raising activities (sessions/ campaigns) and community engagement on GBV related issues.
  11. Capacity Building for GBV service providers, and social workers on GBV related issues.

Child Protection (CP):

  1. Provision of case management services for children affected by protection risks including unaccompanied and separated children, child and adolescent survivors of GBV.  Activities include provision of family tracing and other protection related support to identify vulnerable children, placement of and support to vulnerable children in alternative care and referral services. 
  2. Implement referral actions to respond to critical protection risks include medical treatment and legal aid.
  3. Direct Support for cases identified through Provision of cash or voucher / CVA assistance for protection outcomes (this include NFIs, Livelihoods activities for family, other in-kind, and food items).
  4. Construction/ Rehabilitation and operation of child friendly spaces (CFSs), include training on CFSs management.
  5. Strengthening, capacity of and establish community-based child protection structures/ networks and referral mechanisms to support prevention and response to children at risk of abuse, exploitation, violence and neglect. 
  6. Provision of Mental Health and Psychosocial Support (MHPSS) services including provision of Psychological first aid, clinical counselling and recreational, social and life skills interventions for children and adolescents.
  7. Support to released children associated with armed group/forces and reintegration.
  8. Community based child protection includes group activities, Awareness Raising activities (sessions/ campaigns) on CP related issues including child labor recruitment and community engagement.
  9. Capacity Building for Service providers, trainings for community-based structures, and paralegals on CP related issues.

In addition to the above activities, SOPs and Manuals should include: 

  • Membership, roles, regular meeting of CBPNs, and reporting templets.
  • State/ locality level Coordination mechanisms
  • Joint needs assessments and referral SOPs.
  • Establish of Information/ Data management include referral and Case Management templets.
  • Accountability ensured through feedback and complaint mechanisms.
  • Internal reports, and sub-sectoral reports templets 

Monitoring: Identify gaps, track interventions, and ensure accountability


 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required: 

  1. At least 6 years of professional experience in Protection (GP, GBV, CP).
  2. Relevant technical qualifications and expertise in Protection and/or experience in the field of Protection, and/or working with Social Workers, Case workers, Magistrates to deliver Protection related activities;
  3. A Bachelor degree in Social Sciences, law, Human Rights, Development Studies, or a related field; Bachelor's Degree required; Master’s Degree preferred;
  4. Fluent written and oral communication skills in English Language.
  5. Experience working with vulnerable groups (e.g. women, youth, displaced populations) in fragile or crisis-affected context is strongly desirable.
  6. Prior experience with UNHCR, or/and UNICEF, or/and UNFPA, or/and others INGOs working in Protection cluster.
  7. Experience in community engagement and working with government, community stakeholders, market and financial institutions; 
  8. Good analytical and report writing skills.
  9. Ability to work independently and manage multiple tasks effectively.
  10. Ability to work under pressure in an insecure environment.
  11. Computer skills with proficiency in Microsoft Office Suite.
  12. Excellent survey/ assessment skills and knowledge to write quality reports, and
  13. The position requires flexibility, adaptability, and a commitment to the consultancy works.
