 Background:

Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources



 
 Duties and responsibilities:

Port Sudan Base:

  • Act as focal point for day-to-day HR and finance administration activities within the PZU, ensuring effective coordination between Port Sudan teams and the Khourtum team.
  • Consolidate and track monthly HR and finance reporting from PZU activities and ensure timely submission to Coordination.
  • Support emergency scale-up administrative and HR processes during operational surges, including rapid recruitment, contract management, and staff onboarding.
  • Ensure timely preparation and follow-up of monthly payroll, tax, social security, and other statutory obligations in accordance with Sudan labor legislation and MSF policies.
  • Maintain accurate HR files, recruitment records, staff attendance, leave balances, and personnel databases for all project staff to ensure compliance and audit readiness. 
  • Support recruitment processes by preparing vacancy announcements, organizing interviews, compiling recruitment documentation, and ensuring transparent filing of recruitment records. 
  • Prepare and follow up employment contracts, contract amendments, renewals, end-of-contract documentation, and staff briefing packages in line with MSF procedures. 
  • Assist in monitoring staff movement, accommodation arrangements, and administrative support for national and international staff when required. 
  • Ensure proper management of cash, advances, bank transactions, and treasury forecasting under the supervision of the Administration Manager, maintaining full compliance with MSF financial procedures. 
  • Verify invoices, supplier payments, and supporting documentation to ensure completeness, accuracy, and compliance with procurement and finance policies. 
  • Prepare accounting entries, scan and archive finance documents, and ensure timely filing of all accounting records for internal controls and audits. 
  • Support monthly accountancy closures by ensuring all HR and financial documentation is complete, accurate, and submitted within established deadlines. 
  • Monitor administrative and HR compliance in the project, promptly reporting risks, discrepancies, or procedural gaps to the Administration Manager. 
  • Provide administrative support for staff trainings, meetings, workshops, and official correspondence, including preparation of attendance sheets, logistics follow-up, and filing of related documentation. 
  • Maintain strict confidentiality regarding personnel, financial, and operational information, ensuring adherence to MSF principles, policies, and data protection standards. 
  • Support the promotion of MSF values, safeguarding, diversity, equity, and inclusion initiatives within the project and contribute to creating a respectful working environment

 
 Minimum Qualification, Skills and Experience Required:

  1. Education
  1. Desirable finance, business or administration related diploma.
  1. Experience
  • Essential previous working experience of at least two years in relevant jobs. 
  • Desirable experience in MSF or other NGOs in developing countries.
