Humanity & Inclusion inSudan
HI has initiated its programmatic response to the Sudan crisis in January 2024. Together with a Sudanese NGO, we provide physical and functional rehabilitation as well as mental health & psychosocial support in health centers and communities. HI is further leading disability inclusion mainstreaming at humanitarian coordination level.
HI is scaling up its intervention in Sudan while expanding its programmatic and geographical scope, to respond to the catastrophic humanitarian crisis affecting Sudanese people.
Role
Reporting to the Country MEAL Manager, the MEAL Officer is responsible for ensuring the proper implementation of monitoring & evaluation, accountability & learning, and information management systems.
Duties and responsibilities:
Responsabilities
Mission 1: Strategy and steering
Contributes to definingMEAL and Information Management action plan, implements this action planand then monitors it.
Participates in strengthening the MEAL/IM skills of HI’s partner in Sudan.
Mission 2: Standards and expertise
Responsibility 1: Designs the program's MEAL and IM systems and monitors their implementation and quality.
In close coordination with the partner, is responsible for defining systems for monitoring,
data collection, information management, evaluation, accountability to populations, learning and knowledge management that are adapted to the context of intervention and ensure compliance with HI standards.
Mission 3: Operational implementation
Responsibility 1: Supports HI’s partner to implement the minimum project management processes described in the Project Quality Policy (PQP) and guidelines.
Trains and accompanies project’s team in the PQP methodology guidelines and their application on the programme.
Ensures the proper planningand implementation of essential project management processes on each project.
Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys.
Ensures the systematicdrafting of monitoring plans and the regular monitoring of project
indicators.
Provides the partnerwith technical support and trains project teams and surveyors in monitoring methodsand conducting surveys. Supports the design of questionnaires and survey protocols.
Responsibility 3: Is responsible for the development and implementation of the data and management systems defined at programme level.
Develops MobileData Collection forms as required and ensures the recording and
processing of data for the surveys implemented.
Contributes to the compilation of needs for data analyses and to the creation of dashboards.
Ensures access to relevantinternal and external operational information for all staff.
Responsibility 5: Is responsible for the application of the mechanisms defined by the Programme
/ Regional MEAL manager to provide accountability to affected populations.
Support the partnerin the definition and implementation of population accountability mechanisms in line with HI standards.
Provides regularfeedback to partner and HI senior management on the accountability mechanisms in place to enable the continuous improvement of interventions.
Responsibility 6: Contributes to learning and the continuous improvement of HI’s interventions.
Is responsible for implementing processes and methods for collecting, analysing, modelling and ownership of the knowledge produced, in accordance with the frameworks defined by the Programme / Regional MEAL manager.
Ensures the sharingof knowledge produced internally on the programme and more broadlyat organisation level by using HI Library.
Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL expertise.
Represents HI’s MEAL and IM expertisein all relevant networks in his or her geographical
area of intervention.
Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the positionholder will performany other dutiesas required by the Line Manager that are commensurate with the position.
