 Background:

JASMAR Human Security Organization is a national, non-governmental, non-profit organization founded in 2001 and formally registered with the Humanitarian Aid Commission (HAC) in Sudan. Originally established to address landmine challenges and the risks posed by explosive remnants of war (ERW), JASMAR’s initial focus was on humanitarian mine action and community safety.

Over more than two decades, JASMAR has evolved into a multi-sector humanitarian and development organization, responding to complex and interconnected human security needs of conflict-affected and vulnerable communities across Sudan. Building on its early expertise in mine action, the organization has progressively expanded its programs to include protection and human rights, disability inclusion, DDR, HIV/AIDS prevention, food security and livelihoods, support to refugees and internally displaced persons, WASH, health and nutrition, education, peacebuilding, women’s empowerment, and community resilience.

 

JASMAR operates through a decentralized model, with its headquarters in Khartoum and state-level offices and field teams across multiple regions. During its lifespan, JASMAR has reached all Sudanese states (East Sudan, Darfur, Blue Nile, Kordofan, White Nile, Central & North Sudan) and is currently active in 11 states: Kassala, Gedaref, Red Sea, River Nile, Northern, Blue Nile, White Nile, Gezira, South Kordofan, and Khartoum. This structure ensures proximity to affected populations and enables timely, context-responsive interventions, especially in emergency and hard-to-reach settings.

 

Partnership and coordination are central to JASMAR’s approach. The organization maintains long-term collaborations with UN agencies, international and national NGOs, government institutions, civil society organizations, and community-based actors, and actively participates in coordination platforms and cluster mechanisms at state and national levels. This has established JASMAR as a reliable partner meeting donor compliance, accountability, and quality standards.


 

Job Purpose

The HR Officer will support the implementation of JASMAR Human Resources policies and procedures by maintaining personnel records, supporting payroll preparation, managing attendance and leave records, assisting in recruitment processes, and supporting performance management and general HR administration. The role will ensure that HR operations are conducted efficiently and in compliance with organizational policies and applicable labor regulations.



 
 Duties and responsibilities:

  • Organize and maintain personnel files for all employees, including office and project staff, ensuring all required documentation is complete, updated, and properly filed.
  • Maintain and update employee records in the HR System (Odoo) including personal data, and contracts.
  • Maintain proper records of employment contracts, ensuring all documents are valid and properly archived.
  • Assist in the preparation of monthly payroll for office and project staff, ensuring accuracy of salaries, allowances, deductions, and payroll proration.
  • Coordinate with the Finance Department to ensure timely payment of salaries and related benefits.
  • Ensure timely preparation and payment processing of social insurance and personal income tax, and maintain proper records of related filings.
  • Manage health insurance registration, renewal, and withdrawal of employees.
  • Monitor and maintain staff attendance including daily attendance tracking and absence monitoring.
  • Ensure leave requests and attendance records are accurately recorded in the Odoo system and comply with HR policies.
  • Support recruitment procedures for project and office staff, including receiving applications, screening documentation, coordinating interviews, and maintaining recruitment records.
  • Assist in preparing recruitment documentation including interview schedules, candidate records, and selection documentation.
  • Support onboarding processes for new employees, including preparation of employment documents and induction materials.
  • Monitor contract expiry dates and support timely renewal or extension processes.
  • Coordinate employee separation procedures, including exit documentation and clearance processes.
  • Assist in the implementation of staff performance appraisal processes, including tracking deadlines and maintaining performance records.
  • Assist in preparing periodic HR reports, including staff lists, and personnel statistics.
  • Ensure HR administrative processes comply with organizational policies, donor requirements, and applicable labor laws.
  • Provide general administrative and HR support to the HR department as required.

 
 Minimum Qualification, Skills and Experience Required:

Required Qualifications

 

Bachelor’s degree in Human Resources, Business Administration, or a related field.

 

Experience

  • Minimum 3-7 years of experience in HR administration or personnel management.
  • Experience working with HR information systems (preferably Odoo) is an advantage.
  • Experience working in NGOs or project-based organizations is desirable.

  • Strong organizational and record management skills
  • Ability to maintain confidentiality of sensitive information
  • Good communication and interpersonal skills
  • Proficiency in Microsoft Office applications
  • Ability to work independently and within a team
