 Background:

The Project Manager will provide overall leadership, coordination, management, and technical oversight for the implementation of a UNDP-funded project. The role holder will ensure that project activities are delivered efficiently, on time, within budget, and in full compliance with UNDP requirements, Human Appeal policies, and Government of Sudan regulations.
The Project Manager will act as the primary focal point with UNDP, Humanitarian Aid Commission (HAC), line ministries, local authorities, implementing partners, and communities to ensure successful project implementation and achievement of project outcomes.



 
 Duties and responsibilities:

 Project Management and Implementation
Lead the overall implementation of project activities in accordance with approved project documents, work plans, budgets, and timelines.
Develop detailed implementation plans and monitor progress against project targets and indicators.
Ensure timely achievement of project outputs, outcomes, and deliverables.
Oversee day-to-day project operations and ensure quality implementation.
Identify implementation challenges and develop appropriate mitigation measures.
Ensure adherence to UNDP regulations, Human Appeal procedures, and donor compliance requirements.
2. Donor Coordination and Partnership Management
Serve as the primary focal point for UNDP on project implementation matters.
Establish and maintain effective relationships with HAC, relevant government ministries, local authorities, UN agencies, NGOs, and community representatives.
Organize and participate in coordination meetings, project review meetings, monitoring visits, and donor briefings.
Ensure effective communication and information sharing among stakeholders.
3. Budget and Grant Management
Manage project budgets and expenditures in line with approved plans.
Monitor budget utilization and spending rates.
Review financial forecasts and expenditure plans.
Coordinate preparation and submission of financial documentation, including FACE forms and supporting documents.
Ensure compliance with donor financial requirements and Human Appeal policies.
4. Monitoring, Evaluation, Accountability and Learning (MEAL)
Ensure implementation of project monitoring and evaluation systems.
Track project indicators and measure progress against targets.
Review project data and ensure accuracy and quality of reporting.
Promote accountability mechanisms and beneficiary feedback systems.
Capture lessons learned and best practices for future programming.
5. Team Management and Capacity Building
Lead and supervise project staff and consultants.
Support recruitment, onboarding, and performance management.
Build team capacity and promote professional development.
Foster teamwork, collaboration, and accountability.
6. Reporting and Documentation
Prepare high-quality monthly, quarterly, interim, and final donor reports.
Ensure timely submission of narrative reports to UNDP and Human Appeal management.
Maintain accurate project records, files, and documentation.
Develop project success stories, case studies, presentations, and visibility materials.
7. Procurement and Logistics Oversight
Coordinate procurement planning and implementation.
Ensure procurement processes comply with Human Appeal and donor requirements.
Monitor project assets, inventory management, and equipment utilization.
Ensure timely delivery of goods, services, and works.
8. Risk Management and Compliance
Identify programmatic, operational, financial, and security risks.
Develop mitigation measures and monitor risk management plans.
Ensure compliance with safeguarding, fraud prevention, accountability, and protection policies.
Support project audits, evaluations, and monitoring missions.


 
 Minimum Qualification, Skills and Experience Required:

Master’s degree in Project Management, Development Studies, Food Security and Livelihoods (FSL), Social Sciences, Economics, International Development, Agriculture, Rural Development, or a related field.
A Bachelor’s degree in a relevant field with substantial and progressively responsible professional experience may be considered in lieu of an advanced degree.
Professional certification in Project Management (PMP, PRINCE2, or equivalent) is an added advantage.
Experience
Minimum of 5-7 years of progressively responsible experience in managing humanitarian, recovery, resilience, or development projects.
Demonstrated experience in implementing Food Security and Livelihoods (FSL), livelihoods recovery, resilience-building, economic empowerment, agriculture, cash-based interventions, or community development projects funded by UN agencies or international donors.
Proven experience managing donor-funded projects, particularly those funded by UNDP, UN agencies, or other institutional donors.
Experience working with government ministries, HAC, local authorities, community structures, and vulnerable populations, including IDPs, returnees, and host communities.
Strong experience in project cycle management, grants management, donor reporting, budget oversight, and team leadership.
