The Food Security and Livelihoods (FSL) Officer will be responsible for the planning, coordination, implementation, monitoring, and reporting of Food Security and Livelihoods interventions under the UNDP-funded project. The position will support the restoration and strengthening of livelihoods, enhance food security, promote sustainable income-generating opportunities, and contribute to community resilience among vulnerable populations, including returnees, internally displaced persons (IDPs), women, youth, and host communities.
The FSL Officer will work closely with government partners, local authorities, communities, and project staff to ensure the effective delivery of project activities and achievement of project objectives.

Project Implementation
Lead the implementation of Food Security and Livelihoods activities in accordance with approved project work plans.
Support the delivery of livelihood restoration, income-generating activities, agricultural support, vocational skills development, and resilience-building interventions.
Ensure project activities are implemented on time, within budget, and in compliance with donor and organizational requirements.
Conduct beneficiary targeting, registration, and verification processes.
Facilitate community consultations and participatory assessments.
2. Technical Support and Program Quality
Provide technical guidance on food security, livelihoods, agriculture, small business development, and resilience programming.
Ensure interventions are responsive to the needs of vulnerable households.
Support market assessments, value chain analyses, and livelihood assessments.
Promote sustainable livelihood approaches and climate-resilient practices where applicable.
Ensure integration of gender, protection, disability inclusion, and accountability principles across all activities.
3. Stakeholder Coordination
Maintain effective working relationships with government institutions, HAC, local authorities, line ministries, community leaders, and implementing partners.
Coordinate with UN agencies, NGOs, and other stakeholders involved in FSL interventions.
Represent Human Appeal in relevant sector coordination meetings and technical forums as delegated by the Project Manager.
4. Monitoring, Evaluation, Accountability and Learning (MEAL)
Monitor project activities and track progress against indicators and targets.
Ensure timely and accurate collection of project data.
Conduct regular field monitoring visits and beneficiary follow-up.
Prepare activity reports, beneficiary databases, and success stories.
Support baseline, endline, post-distribution monitoring, and evaluation exercises.
Ensure accountability mechanisms and community feedback systems are functional.
5. Reporting and Documentation
Prepare weekly, monthly, and quarterly progress reports.
Document project achievements, challenges, lessons learned, and best practices.
Maintain accurate project records and supporting documentation.
Contribute to donor reports and project updates as required.
6. Capacity Building
Organize and facilitate training sessions for beneficiaries, community groups, cooperatives, and local partners.
Support the development of training materials and technical guidance documents.
Strengthen the capacities of community committees and livelihood groups to promote sustainability.
7. Compliance and Risk Management
Ensure project activities comply with UNDP requirements, Human Appeal policies, and Government regulations.
Identify implementation risks and recommend mitigation measures.
Ensure compliance with safeguarding, protection, accountability, and anti-fraud policies.

Bachelor's degree in Food Security and Livelihoods (FSL), Agriculture, Agricultural Economics, Rural Development, Economics, Development Studies, Social Sciences, Natural Resource Management, or a related field.
Master's degree in a relevant discipline is an added advantage.
Experience
Minimum 3-5 years of relevant experience in Food Security and Livelihoods, resilience, recovery, agriculture, or economic development programs.
Experience working with NGOs, INGOs, UN agencies, or donor-funded projects.
Demonstrated experience in implementing livelihood recovery, agricultural support, vocational training, cash-based interventions, or economic empowerment programs.
Experience working with vulnerable populations, including IDPs, returnees, women, and host communities.
Familiarity with UNDP or other institutional donor requirements is highly desirable.
Technical Skills
Knowledge of food security and livelihoods programming.
Understanding of market systems and livelihood approaches.
Experience conducting community-based assessments and beneficiary targeting.
Strong data collection, analysis, and reporting skills.
Excellent facilitation and training skills.
Proficiency in Microsoft Office applications, particularly Excel and Word.
Experience using Kobo, ODK, or other digital data collection platforms is an advantage.
Languages
