DCA is a registered international NGO in Sudan with a Country Office in Port Sudan. We are looking for an experienced Protection Officer, The Protection Officer will be responsible for ensuring that protection principles, safe programming, and Do‑No‑Harm approaches are integrated/ and or mainstreamed across all DCA interventions in Sudan. The role provides technical support, conducts field monitoring, strengthens partner capacity, and contributes to protection assessments, analysis, and reporting, with a specific focus on Group Cash Transfers (GCT). The role involves identifying protection risks, supporting community-based protection structures, and ensuring that GCT reaches the most vulnerable and responsive to community priorities. without doing harm.

The Protection Officer will work under the supervision of the Head of programme (HoP)/ and HQ protection advisor.

This position will be based in Port Sudan/ with possibility to go back to Khartoum and with field travels to the areas of operation. 



 
 Duties and responsibilities:

Key Responsibilities

A. Protection Mainstreaming & Safe Programming

  • Ensure all DCA‑supported activities adhere to protection standards, including safety, dignity, access, accountability, and participation.
  • Conduct regular protection risk assessments and ensure mitigation measures are integrated into project design and implementation.
  • Review partner proposals and field activities to ensure compliance with protection minimum standards and Do-No-Harm principles.
  • Support the integration of gender, disability inclusion, and safeguarding in all programme components.

 

B. Protection Technical Support

  • Provide technical guidance on protection mainstreaming, case referral pathways, and community-based protection approaches.
  • Work with partners to strengthen community structures (MAGs, ERRs, women groups, youth groups) to safely identify and address protection concerns.
  • Update and map local protection referral pathways in all operational areas.
  • Contribute to rapid needs assessments with a protection lens, including in new or emerging crisis locations.

C. Field Monitoring & Quality Assurance

  • Conduct regular field visits to monitor protection conditions, assess risks, and verify the quality of partner interventions.
  • Monitor community feedback, complaints, and sensitive cases—ensuring referral and response follow appropriate protocols.
  • Document protection trends, gaps, and priority need to inform programme adaptations and strategic planning.
  • Participate in several different types of reporting, including drafting training reports, field visit reports, donor reports, protection reports, supporting in the drafting of the DCA Annual Report, and other types of reporting relevant to protection and MHPSS, as requested. 
  • Contribute to the development of protection-related projects or project activities.

D. Capacity Strengthening of Partners

  • Assess partner capacity gaps in protection, safeguarding, and safe programming.
  • Developing and implementing protection capacity strengthening plans for DCA and partner staff. 
  • Support partners in developing/revising protection tools, SoPs, and reporting templates.
  • Innovation and Improvement: Continuously seeking opportunities for innovation and improvement in Protection projects design, implementation, and impact.

E. Coordination & Representation

  • Represent DCA in relevant cluster meetings (Protection, CP, GBV, AoRs) when delegated.
  • Engage with local authorities, community leaders, and humanitarian actors on protection issues.
  • Contribute to protection analysis for strategic planning, donor proposals, and advocacy.
  • F. Reporting & Documentation
  • Prepare high‑quality field reports, protection snapshots, and analysis notes.
  • Contribute to donor reports, ensuring protection activities and indicators are well captured.
  • Support documentation of lessons learned, case studies, and success stories.

 
 Minimum Qualification, Skills and Experience Required:

Education 

  • A bachelor´s degree in Law, Social Sciences, preferably in Psychology, Sociology, Counselling, or Law.
  • At least 2 years of practical experience in the field of protection with a national or international NGOs.
  • Experience working with local partners.
  • Excellent knowledge of computers and the usual software and applications.
  • Fluent spoken and written Arabic and English is essential.

Competencies and experience:

  • Strong understanding of protection principles, PSEA, safeguarding, AAP, and Do‑No‑Harm.
  • Knowledge of Sudan’s humanitarian context and the protection environment across states.
  • Ability to conduct field visits in difficult environments.
  • Strong interpersonal and communication skills.
  • Ability to deliver trainings and mentor partners.
  • Good analytical, reporting, and documentation skills.
  • Fluency in Arabic and good command of English (spoken and written).

Desirable

  • Knowledge of SCLR/GCT modalities or community-led programming approaches.
  • Flexibility, strong organizational skills, ability to work under pressure, and capacity to operate effectively in a multicultural environment.
  • Proficiency in Microsoft Office programs (Word, Excel, Outlook, PowerPoint) and Kobo.

  • A contract for One year, starting Sep 2026, with a three-month probation period.
