 Background:

 

The Sudanese American Physicians Association (SAPA) is a humanitarian and development organization committed to improving access to quality health, nutrition, protection, WASH, and emergency services for vulnerable populations across Sudan.

To support evidence-based programming and strengthen accountability to affected populations, SAPA seeks to recruit a qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to support the implementation of MEAL activities across projects in White Nile.

Purpose of the Position

The MEAL Officer is responsible for supporting project monitoring, data collection, accountability, reporting, and learning activities. The position will ensure timely collection, verification, analysis, and reporting of quality data while supporting compliance with SAPA and donor requirements.



 
 Duties and responsibilities:

Key Responsibilities

  1. Monitoring and Data Collection
  • Support implementation of project MEAL plans and monitoring activities.
  • Conduct routine field monitoring visits to project sites and communities.
  • Collect quantitative and qualitative data using approved tools and methodologies.
  • Support baseline, endline, post-distribution monitoring (PDM), needs assessments, surveys, and other monitoring exercises.
  • Verify reported achievements against supporting documentation and field observations.
  • Ensure timely submission of monitoring data from field locations.
  1. Data Management, Reporting and Data Quality
  • Maintain project databases, trackers, indicator monitoring tools, and beneficiary records.
  • Conduct data entry, cleaning, validation, and verification checks.
  • Support data collection using approved digital platforms such as Kobo Collect and Excel.
  • Compile weekly, monthly, and quarterly monitoring data and reports.
  • Identify and report data discrepancies and follow up with project teams on corrective actions.
  • Ensure proper filing, archiving, and management of monitoring documentation.
  1. Accountability to Affected Populations (AAP)
  • Support implementation of SAPA’s feedback and complaint response mechanisms.
  • Receive, document, and refer feedback and complaints according to established procedures.
  • Support community awareness sessions on available accountability channels.
  • Assist in tracking and analyzing community feedback trends.
  • Ensure confidentiality and protection principles are maintained when handling sensitive feedback.
  1. Learning and Knowledge Management
  • Document lessons learned, success stories, challenges, and best practices from project implementation.
  • Support learning and review meetings with project teams.
  • Contribute to the development of case studies, factsheets, and learning products.
  • Promote the use of monitoring findings to improve program implementation.
  1. Capacity Strengthening and Coordination
  • Provide day-to-day support to field teams on monitoring tools and data collection procedures.
  • Orient project staff, volunteers, and enumerators on data collection tools and methodologies when required.
  • Coordinate closely with program teams to ensure timely monitoring and reporting of project activities.
  • Participate in project review meetings and planning sessions as requested.
  • Ensure compliance with SAPA MEAL procedures, donor requirements, safeguarding policies, and ethical standards.
  • Perform any other MEAL-related duties assigned by the State Coordinator or MEAL Specialist.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications and Experience

  • Bachelor’s degree in Public Health, Social Sciences, Development Studies, Economics, Information Management, or a related field.
  • Minimum 2–3 years of relevant experience in Monitoring, Evaluation, Accountability and Learning (MEAL), Information Management, or related functions within humanitarian or development programs.
  • Experience conducting field monitoring, assessments, surveys, and data collection activities.
  • Experience using Kobo Toolbox, ODK, CommCare, or similar digital data collection platforms.
  • Strong proficiency in Microsoft Excel and data management.
  • Previous experience with NGOs, INGOs, or humanitarian organizations is desirable.
  • Experience working in complex humanitarian settings is an advantage.
