Finance Department


The Position Working in the Finance Department under the direction of the Finance Manager, the Finance Officer will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility is to support all projects in Port Sudan



 
 Duties and responsibilities:

Essential Job Responsibilities


FINANCIAL MANAGEMENT AND BUDGET


Maintain accurate and up‑to‑date projects financial records in accordance with Mercy Corps policies.
● Ensure proper accounting of all project’s transactions, including expenditures, advances, and commitments.
● Maintain general ledger, cash books, and supporting documentation for all financial activities.
● Support preparation, revision, and monitoring of the projects budget.
● Track expenditures against approved budgets and funding ceilings.
● Identify variances and provide timely analysis and explanations to management.
● Ensure expenditure is eligible, reasonable, and aligned with the approved Annual Workplan and Budget.


INTERNAL CONTROLS AND COMPLIANCE


Prepare payment requests, vouchers, and supporting documents for goods, works, and services.
● Ensure payments comply with Mercy corps policies and FM procedures.
● Manage advances and petty cash, including proper liquidation and reconciliation.
● Coordinate with banks and ensure timely execution of approved payments.
● Review and support country team adherence to Mercy Corps and donor policies and procedures.
● Apply and monitor internal control systems to prevent fraud, error, and misuse of funds.
● Ensure supporting documents are complete, authorized, and properly filed.
● Ensure compliance with Mercy corps policies.
● Follow grant conditions, financing agreements, and no‑objection requirements.


AUDIT AND COORDINATIONS


Support external and internal audits.
● Respond promptly to audit queries and implement agreed audit recommendations.
● Maintain proper filing systems for audit trails and verification.
● Work closely with program, procurement, and logistics teams to ensure smooth financial operations.
● Provide financial guidance to project staff at state and field levels.
● Support capacity building on basic financial controls and procedures when required.
● Ensure financial processes are adapted to operational constraints, security considerations, and limited banking access.
● Support cash‑flow planning to avoid implementation delays.
● Maintain high levels of transparency and accountability given the humanitarian and development context.


SECURITY


Ensure compliance with security procedures and policies as determined by country leadership.
● Proactively ensure that team members operate in a secure environment and are aware of policies.


SAFEGUARDING RESPONSIBILITIES 

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Accountability


Reports Directly To: Finance Coordinator.
Works Directly With: Atbara Programs team / Finance team / operations team / MEL team / HR staff


Accountability to Participants and Stakeholders


Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.


 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification & Transferable Skills


Three or more years of general ledger accounting experience is required.
● A university degree in accounting is required.
● Two years’ experience in the Finance Department of an international NGO is preferred.
● Demonstrated competency with computerized general ledger software.
● Advanced computer skills in MS Office programs, particularly Excel.
● Prior management experience and strong organizational skills.
● Excellent oral and written English skills.


Success Factors


An ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.

 

Living Conditions / Environmental Conditions

The position is based in Atbara, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
