Duties and responsibilities: Procurement 1. Manage the full procurement cycle for Port Sudan-based requirements within delegated thresholds: process purchase requests, conduct market surveys, obtain quotations, prepare Bid Analysis Tables, and issue purchase orders. 2. Maintain the Port Sudan approved supplier database and conduct regular supplier performance reviews. 3. Ensure all procurement activities comply with AIDPOINT's policy, tier thresholds, and donor-specific requirements. 4. Support the development and management of local Framework Agreements for recurring supply categories. 5. Liaise with the Procurement Manager (head office) to ensure alignment with organizational standards and timely reporting.
Logistics and Warehouse Management 6. Oversee all warehouse operations in Port Sudan: receiving, storage, dispatch, stock management, and inventory control. 7. Ensure GRNs, stock cards, and waybills are completed accurately and filed in a timely manner. 8. Manage the organization and condition of warehouse space; enforce commodity handling and storage standards. 9. Conduct monthly physical stock counts and submit reconciliation reports to the Head of Operations. 10. Coordinate logistics movements for incoming and outgoing shipments to ensure on-time delivery to project sites.
Fleet Management 11. Manage the Port Sudan vehicle fleet: daily allocation, maintenance scheduling, fuel management, and driver monitoring. 12. Review and approve vehicle logbooks and fuel consumption records; investigate and report anomalies. 13. Coordinate vehicle servicing and repairs; maintain service records and a rolling maintenance plan.
Team Supervision 14. Directly supervise the Logistics Assistant(s) in Port Sudan: assign tasks, review work quality, and provide coaching. 15. Build the capacity of logistics support staff on AIDPOINT procedures, documentation standards, and accountability practices.
Reporting and Compliance 16. Prepare weekly and monthly logistics and procurement reports for the Head of Operations. 17. Maintain a complete, audit-ready procurement and logistics filing system (physical and digital). 18. Support external audits and donor field visits with relevant documentation and physical verification. 19. Identify and escalate procurement irregularities, compliance risks, or budget concerns immediately to the Head of Operations. |

Minimum Qualification, Skills and Experience Required: Education: 1. Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or a related field [Essential] 2. CIPS certification or equivalent professional qualification [Desirable].
Experience: 1. At least 3 years of experience in logistics and/or procurement in the humanitarian or development sector [Essential] 2. Demonstrated experience managing a full procurement cycle including competitive quotation processes [Essential] 3. Demonstrated experience in fleet and warehouse management [Essential] 4. Experience supervising or guiding junior staff [Desirable]
Technical Skills: 1. Strong knowledge of humanitarian procurement standards and donor compliance requirements [Essential] 2. Proficiency in Microsoft Office (Excel, Word, Outlook) [Essential] 3. Fleet and warehouse management competence [Essential] 4. Supplier negotiation and contract management skills [Desirable] 5. Experience with ERP or procurement management systems [Desirable]
