 Background:

  1. The MEAL Coordinator, under the direct supervision of the Program and Planning Lead, will lead the design, coordination, and implementation of AORD’s Monitoring, Evaluation, Accountability and Learning (MEAL) system across all programs. The role ensures high-quality data collection, analysis, reporting, and learning to support evidence-based decision-making, program quality improvement, accountability to affected populations, and compliance with donor requirements. The MEAL Coordinator will also contribute to strengthening organizational learning, results-based management, and a culture of continuous improvement across AORD operations.


 
 Duties and responsibilities:

2.1 MEAL System Development and Coordination

  • Lead the establishment and continuous improvement of a coherent MEAL system across all AORD programs, including tools, procedures, and structures. 
  • Develop and maintain project MEAL frameworks including log frames, M&E plans, indicators tracking tools (IPTT), Activity Tracking Tools (ATTs), and quality benchmarks. 
  • Ensure alignment of MEAL systems with AORD policies, donor requirements, and international standards. 
  • Support integration of MEAL into project design, planning, implementation, and close-out phases. 

2.2 Monitoring, Evaluation and Reporting

  • Oversee routine monitoring of project activities and outputs against agreed indicators and targets. 
  • Maintain and update Project Performance Tracking Tools (IPTT) and ensure timely identification of performance gaps and corrective actions. 
  • Conduct monthly Quality Benchmark (QB) monitoring and ensure follow-up of improvement actions. 
  • Review project reports and ensure accuracy, consistency, and compliance with donor reporting standards. 
  • Support planning and implementation of baseline, midline, endline evaluations, assessments, and special studies. 

2.3 Data Management and Quality Assurance

  • Develop and standardize data collection tools across programs. 
  • Implement data quality assurance mechanisms including data verification, spot checks, and audits. 
  • Ensure accuracy, reliability, and timeliness of all program data. 
  • Analyze quantitative and qualitative data and produce clear, actionable insights for management and program teams. 
  • Ensure all MEAL processes are gender-sensitive and inclusive. 

2.4 Accountability to Affected Populations (AAP)

  • Support the establishment and strengthening of feedback and complaints mechanisms across program areas. 
  • Ensure communities, including children and vulnerable groups, are informed about feedback and complaint procedures. 
  • Manage complaints tracking systems and ensure timely response and resolution in coordination with program teams. 
  • Produce regular reports on feedback trends and accountability performance. 

2.5 Learning and Knowledge Management

  • Lead documentation of project results, best practices, lessons learned, and success stories. 
  • Facilitate learning reviews, reflection sessions, and dissemination of findings across teams and partners. 
  • Support the use of evidence and learning to improve program design and implementation. 
  • Contribute to design and implementation of program evaluations and learning events. 

2.6 ICT, MIS and Digital MEAL Systems

  • Support implementation and improvement of Management Information Systems (MIS) and integration of GIS tools in programming. 
  • Promote the use of digital data collection platforms such as Kobo Toolbox, ODK, and Survey CTO. 
  • Support development of dashboards and visualization tools for program monitoring and reporting. 
  • Ensure effective use of technology to improve data quality and efficiency.  

2.7 Planning, Budgeting and Coordination

  • Support allocation and planning of MEAL resources within project budgets and annual workplans. 
  • Provide technical input to project planning and review meetings. 
  • Oversee efficient utilization of MEAL budgets and timely execution of MEAL activities. 
  • Coordinate closely with program, technical, and operations teams to ensure integration of MEAL functions. 

2.8 Representation and External Engagement

  • Represent AORD in relevant MEAL, coordination, and technical working groups as requested. 
  • Build and maintain strong working relationships with partners, local authorities, and stakeholders. 
  • Stay updated on key sectoral developments and best practices in MEAL. 

 
 Minimum Qualification, Skills and Experience Required:

3. Qualifications and Experience

  • Bachelor’s degree in Statistics, Public Health, Sociology, Development Studies, or related field. 
  • Postgraduate qualification in Monitoring & Evaluation, Project Planning, or related discipline is an advantage. 
  • Minimum of 3 years’ experience in MEAL roles within international NGOs or humanitarian/development organizations. 
  • Experience in sectors such as education, health, nutrition, protection, or food security is highly desirable. 
  • Strong experience in both quantitative and qualitative data collection and analysis. 
  • Proven experience in designing and managing MEAL systems, indicators, and reporting frameworks. 
  • Familiarity with digital data collection tools (Kobo Toolbox, ODK, Survey CTO, etc.).

5. Safeguarding and Child Protection

The MEAL Coordinator is required to fully adhere to AORD’s Safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) policies. The incumbent must ensure that all MEAL activities are conducted in a safe, ethical, and child-sensitive manner. Any safeguarding concerns must be reported immediately according to established reporting procedures.
