Background: The Program Manager is responsible for planning, managing, and overseeing the implementation of all AORD programs to ensure they are delivered effectively, on time, within budget, and to high quality standards. The role focuses on program coherence, compliance, accountability, learning, and coordination with donors and partners.

Duties and responsibilities:
1. Program Planning and Management - Provide strategic leadership and oversight for all AORD programs and projects.
- Ensure programs are aligned with AORD’s strategic plan, humanitarian principles, and donor priorities.
- Lead the development of program work plans, implementation schedules, and budgets in coordination with finance and field teams.
- Monitor program progress against objectives, indicators, and timelines, and ensure timely corrective actions.
2. Quality Assurance and Technical Oversight - Ensure high-quality program implementation in line with donor agreements, sector standards (Sphere, INEE, WHO, etc.), and best practices.
- Provide technical guidance to program teams and support integration across sectors.
- Promote accountability to affected populations (AAP), protection mainstreaming, gender, and inclusion across all programs.
- Support the design and implementation of monitoring, evaluation, accountability, and learning (MEAL) systems.
3. Team Leadership and Capacity Building - Supervise and mentor Program Coordinators, Project Managers, and sector leads.
- Support recruitment, onboarding, performance management, and professional development of program staff.
- Foster strong coordination between program, MEAL, finance, logistics, and HR teams.
- Promote a positive, collaborative, and performance-oriented working culture.
4: Grants, Compliance, and Reporting - Lead and/or coordinate the development of high-quality concept notes and proposals in collaboration with the Program & Planning Lead, technical teams, MEAL, and support departments.
- Ensure proposals are evidence-based, aligned with program learning, field realities, AORD strategy, and donor priorities.
- Contribute to the design of logframes, results frameworks, implementation approaches, and staffing plans.
- Work closely with finance teams to develop realistic and compliant budgets.
- Review and validate technical inputs from field teams to ensure accuracy and feasibility.
- Ensure integration of cross-cutting priorities including protection, gender, inclusion, and accountability to affected populations (AAP).
- Support the tracking of funding opportunities and contribute to resource mobilization efforts.
5. Coordination, Partnerships, and Representation - Represent AORD in coordination forums, clusters, and meetings with donors, UN agencies, INGOs, and government authorities as delegated.
- Strengthen partnerships with local and international partners to enhance program impact.
- Contribute to donor engagement, visibility, and relationship management.
6. Learning, Strategy, and Program Development - Promote learning through evaluations, lessons learned, and best practice documentation.
- Contribute to organizational strategy development and programmatic decision-making.
- Support needs assessments, situational analyses, and evidence-based program design.
- Identify funding opportunities and contribute to resource mobilization efforts.

Minimum Qualification, Skills and Experience Required:
Required Qualifications and Experience - Bachelor’s degree in Development Studies, Project Management, Social Sciences, Public Health, Education, or a related field (Master’s degree preferred).
- Minimum of 7 years of progressively responsible experience in humanitarian and/or development programming, with at least 3 years in a senior management role.
- Proven experience managing multi-sectoral programs funded by UN agencies and/or institutional donors.
- Strong knowledge of project cycle management, donor compliance, and reporting.
- Experience working in complex and insecure contexts, preferably in Sudan or similar settings.
