Background:
JOB SUMMARY
The Project Officer will assist the Deputy Medical Coordinator to ensure the implementation of quality healthcare programming on Khartoum Site.
The Project Officer will be responsible for maintaining regular contact with the partners in Khartoum, including the State Ministry of Health, UN agencies and other NGOs, and will also be responsible for adhering International
Medical Corps’ (IMC) strategic objectives for the health sector in coordination with the Health Department.
The Project Officer technically supervises the MOH staff at the at the targeted health facilities and reports to the Deputy Medical Coordinator.
The position is based in Khartoum with travel to the implementation sites/ camps/ HFs to supervise IMC’s emergency
health and health systems-strengthening programs.
Duties and responsibilities:
Participate in appropriate assessment of the health facilities and document needs in terms of essential drugs supply, training and any other area that can be supported by IMC.
Work with the Medical/Program/M/E department to carry out regular assessments and draft concept notes on the health needs in target communities.
Work as the liaison person between IMC and the health facilities supported by IMC through the State Ministry of Health.
Work with the Medical Department to develop and implement appropriate tools for drugs consumption monitoring in the supported health facilities.
Support the Medical Coordinator in conducting regular supportive supervision to the supported health facilities.
Timely submission of State Ministry of Health (SMOH) Incentives payment to Field HR.
Work with the Medical Department and the M/E team to design templates and a system for monitoring the progress of the project activities.
Plan, organize and facilitate trainings for the health staff in the supported facilities as well as mobile health team as per identified training needs.
Reporting
Support to track the progress of activities, challenges encountered, lessons learned, and good practices and compile collected data, pictures and other information from the field.
Pass on any information or problems concerning their tasks, IMC programs, or safety aspects to their direct and/or indirect supervisor, IMC programs, or safety aspects.
Keep monitoring tools and files archived at the IMC office, ensuring they are available to the supervisor.
Compile information to ensure that the health situation in the area of implementation of the program is achieving the expected result, when required.
Provide feedback to the program team based on the field monitoring visits.
Support the project team in developing high quality project/program reports.
Liaise with M/E Team to ensure timely submission of contributions, support the M/E team in analysis of beneficiary data collection through the various tools.
Coordination:
Work closely with community structures to follow up on implementation of health activities.
Supervise the implementation of sensitization activities whilst collaborating with key stakeholders.
Represent IMC in field coordination meetings and conferences as necessary when requested.
Training and Professional Development
Actively seek opportunities for professional development
Support technical leads as secretariat during trainings conducted by IMC
Monitoring and Evaluation
Assist M/E officers in following up with field teams on donor indicators and ensure that the targets are reached
Direct Service Provision
Follow-up of the procurement plan implementation
Work with the field teams and logistics to procure program supplies within program budgets and according to work plans/timelines to ensure proper implementation.
Coordinate planning and following up of logistical and administrative arrangements. Ensure an efficient resource utilization and close cooperation between project team, as well as all involved stakeholders
Project Development and Improvement
Work closely with the site technical leads, senior management team and field teams to determine the operational needs of the program
Assist site technical leads in organizing and implementing field activities and follow up on performance of them.
Assist technical leads and support departments to maintain close, constant communication and positive working relations at all times with the local implementing partners, donor representatives, international stakeholders and local authorities.
Prevention of Sexual Exploitation and Abuse
Actively promote PSEA(Prevention of Sexual Exploitation and Abuse)standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Compliance and Ethics:
Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents
Conducts and submits Security Risk Assessments of programs, as required.
Conducts and submits full Site Security Surveys of every site visited.
Conducts and submits Trip Reports of all high-risk field deployments.
The above should be completed using the Security Department approved templates and be submitted to the Director of Global Security and the other HQ security staff.
Keep excellent records and logs to ensure continuity of this position

Minimum Qualification, Skills and Experience Required:
University graduate: College degree in Business Administration, public health degreeand/or any other relevant field of study.
3 years’ experience in coordinating, implementing and managing humanitarian programs in Sudan
Experience implementing emergency programming in insecure environments, hard-to-reach areas, and displaced communities.
Experience implementing both emergency and development-oriented health programming.
Experience integrating health programs with other sectors (nutrition).
Demonstrated skills in project design/proposal development and grant management.
Experience in capacity building and mentoring of national and international staff.
Competencies:

Ability to delegate responsibilities.
