 Duties and responsibilities:

Job Summary: 

 

The Senior Health, Safety, and Security Officer (SHSSO) provides technical advice and support on staff health, safety, and wellbeing within CRS Sudan. This role manages staff movement, collaborating with the Country HSS Manager to ensure safe and timely program access. The SHSSO supports safety and liaison activities at the duty station and in field locations. The SHSSO contributes to adaptive CRS support and services, aligned with CRS's mission to serve the poor and vulnerable as well as CRS Global HSS policies and procedures.

 

Roles and Key Responsibilities:

 

  1. Security Monitoring and Information:
    • Collect and analyse security information from various sources to inform management.
    • Maintain staff tracking systems and communication protocols for security purposes.
    • Prepare regular security updates and incident reports.
    • Monitor daily security operations.
  2. Security Risk Management and Planning:
    • Support the implementation and maintenance of security plans and procedures.
    • Conduct security assessments of operational areas and facilities.
    • Routinely reassesses vehicles, facilities, and equipment to verify adherence to CRS standards, and advises on and implements required enhancements.
    • Assist in developing and reviewing security risk assessments.
    • Support the development of relocation and evacuation plans.
  3. Security Coordination and Liaison:
    • Maintains current knowledge of government regulations and procedures related to travel and project implementation and leads the process of obtaining required permissions.
    • Liaise with security service providers and monitor their performance.
    • Establish and maintain relationships with security counterparts in UN, NGOs, and local authorities.
    • Represent the organization in security forums and meetings.
    • Coordinate with State Security Focal Points.
  4. Security Training and Capacity Building:
    • Conduct security briefings for staff and visitors.
    • Assist in the development and delivery of security training programs.
    • Ensure staff have access to security information and resources.
    • Coordinate staff participation in mandatory security training.
  5. Reporting and Incident Management:
  • Provide guidance and support for incident management.
  • Report access and safety information to the Safety and Security Coordinator.
  • Proactively coordinate security issues with the Head of Base and relevant stakeholders.
  • Ensure incident reports are completed and submitted to the Safety and Security Coordinator in a timely manner.
  • Submit daily HSS reports promptly.

Any other duties assigned by the supervisor.

 

Basic Qualifications: 

  • Bachelor’s degree in or equivalent in discipline related to security management, international studies Administration, Government Liaison or another relevant field.
  • Minimum of two years’ work experience in a security officer role in an international humanitarian organization, UN, or related international development organization.

Education and Experience 

  • Program Support experience or at least 2 years comparable related experience.
  • Formal technical training(s) or professional certifications in security, safety and/or risk management.
  • Proven experience of managing security processes, to include journey management / staff movement controls. 
  • Proven experience in conducting security assessments of locations, buildings, etc.
  • Experience in writing security plans and procedures. 

 

Required Languages: Fluent in both written and spoken English and Arabic.

 

Travel: 40 % between CRS Offices (West Darfur).

 

Knowledge, Skills and Abilities (SKAs) 

  • Ability to conduct analysis of the security situation to enable decision making. 
  • Ability to train and convey information to non-security personnel.
  • Excellent interpersonal and negotiating skills. 
  • Proficiency in MS Office.
  • Must be able to work without close supervision. 

 
 Minimum Qualification, Skills and Experience Required:

Preferred Qualifications:

  • Demonstrated experience as a trainer – preferably with training / teaching qualifications.
  • First-aid / medical qualifications. 
  • Personal Safety and Security Training. 
  • Management of a guard force.

Supervisory Responsibilities: There is no direct Supervision but will coordinate with Field offices SFP and guards.

 

Key Working Relationships:  

Internal: Staff, Security guards, Security officers, Field Offices SFP, Office in charge, State Office Manager (SOM), HSS Manger, Program Managers, Admin Manager.

External: Security Service providers, Government Ministries, CRS partners, UNDSS, HSS community network, community leaders, and peer humanitarian agencies.
