MSF-Swiss is seeking to employ 1 (one) qualified candidate in the Umrakuba Project for the position of Medical Activity Manager.
Duties and responsibilities:
Main Purpose of the position:
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Accountabilities:
Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
MSF Section/Context Specific Accountabilities:
Oversee the clinical management of emergency Red and Yellow triage cases, including medical and trauma emergencies, ensuring timely triage, stabilisation, and appropriate disposition in accordance with MSF clinical protocols.
Supervise the quality of inpatient care across adult and paediatric wards, ensuring adherence to MSF admission and discharge criteria, treatment protocols, and appropriate patient-to-staff ratios; conduct regular ward rounds with the medical team to monitor clinical progress and identify deteriorating patients.
Ensure the effective functioning of the Inpatient Therapeutic Feeding Centre (ITFC), including correct application of MSF malnutrition management protocols, appropriate use of therapeutic feeds (F75, F100, RUTF), and timely identification and management of medical complications in severely acutely malnourished patients.
Support the quality and safety of maternity services, including the delivery of Basic Emergency Obstetric and Newborn Care (BEmONC), in close coordination with the midwifery team; ensure that obstetric emergencies and neonatal complications are managed according to MSF protocols and that signal functions are maintained operationally at all times.
Oversee clinical management within the Isolation Centre for infectious diseases, including appropriate infection prevention and control (IPC) measures, case definitions, and patient cohorting; lead the medical response to disease outbreaks (including cholera), including clinical case management, coordination of alert responses, and communication with the Project Medical Referent.
Manage the referral pathway for patients requiring tertiary-level care beyond the capacity of project facilities; review and clinically validate referral decisions proposed by Medical Doctors against agreed referral criteria before escalation to the Project Medical Referent for final authorisation, and ensure accurate referral documentation, handover notes, and follow-up tracking.
Ensure the quality of Non-Communicable Disease (NCD) services including management of diabetes mellitus, hypertension, and visceral leishmaniasis, ensuring standardised treatment protocols are applied, patient registers are maintained, and chronic disease cohorts are actively monitored for treatment outcomes and loss to follow-up.
Support the clinical oversight of TB and HIV cohorts in coordination with the Project Medical Referent, ensuring patients are enrolled on appropriate treatment regimens, adherence is monitored, and co-morbidities are identified and managed.
Supervise and coordinate laboratory services in direct support of clinical decision-making across all programme components; ensure appropriate test request practices, timely result interpretation, and quality of specimen collection and biosafety procedures in collaboration with the laboratory team.
Promote rational use of medicines across the medical team, with particular emphasis on evidence-based antibiotic prescribing; conduct regular prescription audits, lead antibiotic stewardship initiatives in collaboration with the pharmacy manager, and provide clinical guidance and feedback to Medical Doctors on treatment decisions.
Provide clinical validation of medical data prior to submission to the Data Officer for entry into DHIS2; ensure accuracy and completeness of morbidity,mortality and programme data to support evidence-based decision-making, internal reporting, and external coordination with health cluster partners.
Directly line manage Medical Doctors and Medical Interpreters, and lab supervisor ensuring structured supervision, regular performance appraisals, and a culture of continuous learning; provide targeted clinical mentoring to Medical Doctors, with a focus on clinical reasoning, protocol adherence, and professional development aligned to the needs of a complex refugee and IDP response context.
Organise and facilitate regular structured learning sessions for the medical team (weekly, bi-weekly, or monthly as appropriate), covering clinical case reviews, protocol updates, and context-specific topics; with session records and participation tracking to ensure equitable access across all shifts and cadres.
Develop and maintain the duty roster for all staff under direct supervision, ensuring adequate clinical coverage across all shifts, wards, and programme areas at all times; manage planned and unplanned absences proactively and coordinate contingency cover arrangements to prevent gaps in service delivery
