 Background:

Description of the Program

 

GOAL has responded to a wide range of humanitarian and development needs in Sudan since 1985. We support conflict-affected populations through integrated programmes in nutrition, health, WASH and food security and livelihoods (FSL), with women’s empowerment and protection mainstreamed throughout our work. GOAL responds to protracted humanitarian needs in Sudan, while planning for and investing in communities’ longer-term development. GOAL is currently present in North Darfur and South Kordofan with potential expansion in White Nile States. In ND GOAL is the only NGOs providing H&N services in Kutum. Overall, our presence is essential to keep functional health and nutrition services in highly vulnerable areas after 2 years of war and to ensure increased food security and access to livelihoods opportunities for communities affected by the war in IPC 4 and 5 areas.

GOAL is currently seeking a coordinator to lead the grants coordination and management as well as the partnership and localization agenda in Sudan. 

 



 
 Duties and responsibilities:

  • Support the Head of Office and logistic manager in transportation warehouse asset and facility management 
  • Submit weekly, monthly and quarterly reports 
  • Implement other activities as identified by Head of Office

Logistics

Support the Head of Office and logistic manager in the following activities:

  • Organise all GOAL transport within SK and ensure vehicle booking system is in place
  • Managing movement of personnel and cargo within South Kordofan and South Kordofan to Khartoum by flight/ road
  • Completing monthly flight report and monthly fleet report and submit to Khartoum Office
  • Maintaining the GOAL SK stock report monthly and carry out regular stock checks
  • Recording stock distributions and send monthly report to Khartoum
  • Ensuring all vehicles travelling to / from field have at least one means of communication whether VHF radio or Thuraya
  • Maintaining GOAL SK assets register and ensure it accurately records GOAL assets in SK  
  • Complete physical check on assets every 3 months and report to HO
  • Ensure all assets in office / in transit and in store are comprehensively insured
  • Receive and issue stock work as warehouse officer.
  • Asset controllers supervise Goal asset and report to logs manager any thing regarding asset and support him in terms of asset check.
  • Supervise cleaners and drivers and mange security guards 
  • Responsible of guest house and office daily work 

 

Procurement

Support the Head of Office in the following activities:

  • Laise with Procurement team on preparation of all logs requests for local procurement ensuring all purchases include the correct paperwork
  • Ensure that the local procurement tracking sheet is updated weekly
  • Prepare plans for future office and program needs and ensure timely procurement of necessary goods
  • Stay in regular contact with Khartoum procurement department and monitor any requests made to them
  • Ensure that all logistics activities adhere to GOAL procedures and are fully document using GOAL logistics forms and templates and maintaining on file

Finance

Support the Head of Office in the following activities:

  • Manage small petty cash and update cashbooks reporting cash count and cashbooks weekly to Khartoum Finance
  • Maintain finance paperwork to ensure all finance transactions are properly authorized and all required documents are filed
  • Ensure that any expenditure is within the programme budget and is planned in advance using PMP with the Financial Controller and Field Coordinator where appropriate.
  • Ensure that GOAL Sudan’s financial guidelines are adhered to and that GOAL’s field Finance department is kept informed of all cash requirements and other financial issues

 

HR

Support the Head of Office in the following activities:

  • Share weekly and monthly report of HR activities with Khartoum HR Manager
  • Lasie with SK HR on maintain personnel files for Dillinge staff which includes annual leave forms, sick forms, TOIL and timesheets
  • Ensure adherence to HR manual and raise any issues to SK HR Manager

 

General

  • Maintain proper systems of filing and ensure that the field office has all relevant technical material on site. 
  • Ensure all GOAL guidelines are adhered to and adapted as necessary
  • Keep the SK office appraised of all activities and any difficulties that may arise, including external influences in the operating environment.
  • To always work in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
  • Any other duties as instructed by line Manager.

 
 Minimum Qualification, Skills and Experience Required:

  • Hold a bachelor’s degree in business administration or equivalent
  • At least 2 years’ work experience at field officer level with NGO which includes role in logistics / finance.
  • Experience in volatile security environment
  • Outgoing personality with excellent communication skills.
  • Good team player, flexible and capable of working with a diverse team.
  • Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
  • Appreciation of and sensitivity to local culture.
  • Excellent written and spoken English / Arabic
  • Good computer skills, including familiarity with Microsoft Word and Excel.
  • This is an on-site position based in Dilling; therefore, the successful candidate must be available and willing to work physically from the duty station.
