 Background:

To oversee and coordinate the implementation of WFP’s Cash-Based Transfer (CBT) activities in target locations, ensuring timely, accountable, and effective delivery of assistance to eligible beneficiaries in line with WFP guidelines, humanitarian principles, and donor requirements.



 
 Duties and responsibilities:

1.Program Implementation & Monitoring

  • Lead and supervise the day-to-day implementation of Cash-Based Transfer (CBT) activities at the field level, including cash/voucher distributions and digital/mobile payment operations.
  • Coordinate closely with Cooperating Partners (CPs), Financial Service Providers (FSPs), vendors, and other stakeholders to ensure effective, timely, and accountable delivery of assistance.
  • Ensure strict compliance with WFP’s Standard Operating Procedures (SOPs), CBT operational guidelines, and accountability to affected populations (AAP) standards.
  • Facilitate and monitor beneficiary targeting, registration, and verification processes, ensuring the accurate use of digital platforms such as SCOPE or other beneficiary management systems.
  • Oversee the setup, organization, and management of distribution points, ensuring safety, crowd control, and transparency during distributions.
  • Supervise and support post-distribution monitoring (PDM) activities, ensuring timely feedback collection and reporting to inform program quality and effectiveness.

2.Team Supervision & Capacity Building

  • Supervise CBT field teams, including enumerators, data clerks, and distribution assistants.
  • Train staff and partners on CBT tools, beneficiary management, complaints and feedback mechanisms, and safeguarding.
  • Conduct refresher training sessions as needed.

 

3.Coordination & Reporting

  • Liaise with local authorities, community leaders, and protection actors to ensure community acceptance and conflict sensitivity.
  • Ensure proper documentation of CBT activities including distribution reports, beneficiary lists, and reconciliation documents.
  • Submit timely and accurate field reports (daily/weekly/monthly) on CBT implementation and challenges.
  • Report incidents of fraud, protection concerns, or operational delays to relevant supervisors.

 

4.Data Management & Accountability

  • Monitor transaction data, troubleshoot issues with transfers, and support reconciliation with FSPs or vendors.
  • Facilitate beneficiary feedback collection and support complaint resolution in coordination with the AAP team.
  • Ensure proper archiving of beneficiary data and documentation in line with WFP data protection policies.

 

5.Cash Distribution Committees

  • Ensure that each Distribution Point has a Cash committee with different roles viz. sharing area monitoring, stacking area assistance, crowd control, random weighing of food, support on fence demarcation, lining up of beneficiaries, group distribution etc
  • Provide necessary trainings to the CBT Committee members

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

1.Required Professional Experience:
 

  • Field-based international NGO work experience with a minimum of 3 years total development and emergency experience in Food & Cash assistance Program 
  • Sound knowledge of humanitarian international standards, policies and procedures including the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standard (Humanitarian Charter and Participation Standard), donor requirements and WV Humanitarian Accountability Framework
  • Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts. 
  • Strong English communication skills (both oral and written).
  • Positive collaboration and facilitation skills including the ability to train and supervise a multi-cultural team; 
  • Proven ability to manage complex partnership relationships 
  • Good cross-cultural communication skill, 
  • Good Knowledge on the Cash Based program requirements 
  • Field based locations and spend most of the time in the field visiting projects sometimes under difficult living conditions.

2.Required Education, training, license, registration, and certification

  • Fluency in written and spoken English and ability to speak local languages
  • Basic to Intermediate English Spoken and Written;
  • Technical Training qualifications required: Professional technical skill desired- especially in the realms of community engagement and project-cycle management
  • Proven experience in technical surveying, project designing, implementation 
  • Good knowledge of SPHERE standards. 
  • Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.
  • Experience in community based participatory development approaches strongly desired
  • Financial management (non-finance mangers.)
  • Experience: 3 to 5 years of experience in Relief and Development wor

3.Preferred Knowledge and Qualifications

 

  • Bachelor’s Degree or Diploma in Agriculture or Social Science 
  • Minimum of 3 years relevant experience in a related job.

4.Travel and/or Work Environment Requirement

  • Work environment: Field -based with frequent travel to the project sites
  • On call: Immediately
