Job Overview:
The Reproductive Health (RH) Manager is the focal point for the IRC’s Reproductive Health care services in Sudan. Responsible for providing technical oversight for quality assurance in design, planning, implementation, monitoring and learning for all aspects of Reproductive, maternal, newborn, child, and adolescent health (RMNCAH) in all IRC Sudan programs. S/He will ensure the delivery of a high-quality Comprehensive range of reproductive, maternal, newborn, child, and adolescent health care services to women and men of reproductive age in all the IRC-supported programs. The RMNCAH manager will be responsible for program design, business development, technical oversight over capacity building efforts and system strengthening at both subnational and national level, s/he will participate in interagency coordination groups such as the health cluster, where applicable, and or technical working groups at the National, and county levels while representing IRC with key actors including the Ministry of Health, Donors UN agencies and other NGOs
Duties and responsibilities:
Program Management and Development
Provide technical assistance in the design and review of all concept notes, proposals, budget, and donor reports for all IRC Sudan reproductive health projects.
Coordinate all RMNCAH projects across IRC programs by leading the development and monitoring of periodic work plans to ensure delivery within donor timelines
Lead in the development, review, dissemination and monitoring implementation of standards operating procedures and protocols for RMNCAH service delivery to all staff in IRC health programs.
Conduct program needs assessments and advise IRC accordingly
Be abreast with all technical updates in government/WHO RMNCAH guidelines at national level and keep IRC staff always updated
Take lead in conducting periodic RMNCAH provider skills assessments, organizing and conducting relevant capacity building initiatives in line with identified gaps i.e. trainings, mentorship, coaching, and other skills building activities for IRC program staff.
Coordinate with field team to ensure program quality assurance through periodic technical support supervision and quality improvement activities.
Strengthen the linkage between the Ministry of health division of reproductive health, County department of health and IRC RMNCAH programs through representation in various forums.
Make follow-up field visits to ensure concurrence and implementation of agreed upon action plans and recommendations
Conduct capacity building activities and guidance to IRC staff to ensure RMNCAH programming meets best practical standards and priorities.
Support Field health Managers/officers supervise RH data collection and recording in the IRC supported Maternity/MCH units and ensure the compilation of data and generation of quality RH reports on a regular and timely manner.
Design and lead regular technical performance reviews to analyze RMNCAH data on key performance indicators (KPIs) and work with the METAL to generate evidence to inform RMNCAH reporting, learning, program design, planning, and implementation.
Promoting a culture of learning through development of learning agendas, evidence collection and packaging into lessons-learned, interest stories, briefs and good/promising practices are documented and shared for institutional memory and sharing with stakeholders.
Grant Management and Reporting
Manage all SRH grants, and work with the Health Coordinator to develop work, spending and procurement plans for all projects.
Participate in establishing funding requirements for RMNCAH and contribute to the development of proposals for RMNCAH programming.
Review regular field BvAs related and together with program managers realign budget lines to ensure proper budget spending on RMNCAH activity lines.
Support Health program Managers prepare budgets with RMNCAH specific outputs that reflect activity needs to ensure efficiency and sustainability of resources throughout the grants.
Participate in Grants Opening, Mid-Term and Closing meetings when possible.
Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.

Coordination & Representation
Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
Lead SRH working groups, state-level coordination mechanisms
Represent the IRC in RMNCAH coordination forums and meetings with other agencies, including the Ministry of Health, Technical Working groups, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.
Monitoring and Evaluation
Supporting the RMNCAH field teams and working with METAL to ensure proper RMNCAH data recording in the IRC supported health facilities, support the compilation of data and generation of quality reports on a regular and timely manner.
Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues. Provide solutions and implement modifications as required.
Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC METAL purposes.
Other Duties
Travel regularly to other states for needs assessments and implementation support as needed.
Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
Other duties as assigned by the supervisor to enable and develop IRC programs.
Minimum Qualification, Skills and Experience Required:
Education:
At least Bachelor’s degree in Medicine, Nursing, or Midwifery. A Master 's-level health qualification is an advantage
Licenses to practice as a doctor, nurse or midwife in Sudan. Master’s degree in Gynecology or public health.
Work Experience:
At least 3-5 years’ experience in implementing and managing SRHR programs in humanitarian and/or emergency settings in Sudan.
Demonstratable experience & skills
Additional training in Reproductive health a MUST have
Demonstrated experience in capacity building and mentoring staff
Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.
Demonstrated experience in grant management and proposal writing
Excellent computer skills in programs such as: MS Word, Excel, Power point
Fluency in English required.
Ability to be innovative, flexible, and adaptive.
Working Environment:
Primarily the Reproductive Health Manager will be working in an office environment in Khartoum with regular travels to all field locations, health facilities and other program areas in the state. The Reproductive Health Manager will be required to travel to all IRC implementing states for assessments and implementation or monitoring visits, which may include remote locations with long periods of travel and reduced access to mobile phone service and electricity.
