Osman Consulting Ltd will support implementation oversight for the Rapid Emergency Response for Displaced Populations in Sudan, a 12-month intervention running from April 2026 to March 2027. The project delivers integrated Health, WASH, and Shelter support in Khartoum, White Nile, and Northern States, with emphasis on timely delivery, donor compliance, partner coordination, risk management, monitoring, and quality assurance.
Duties and responsibilities:
Purpose of the Role
The Sudan Finance Officer supports day-to-day field financial administration, documentation, reconciliations, and payment processing support, ensuring that local finance records are accurate, complete, and submitted in line with internal controls and reporting requirements.

Scope of Work and Key Responsibilities
Field finance administration
Prepare, collect, and organise payment support documents, finance forms, invoices, receipts, advance documentation, and reconciliation records in line with approved procedures.
Maintain local finance registers, voucher files, and transaction trackers and ensure records are current and properly filed.
Verification and reconciliation
Check completeness and mathematical accuracy of finance documentation before onward submission or processing.
Support reconciliations, financial summaries, and budget follow-up with the UK Finance Officer and flag missing documents or unusual transactions for review.
Maintain close coordination with the Project Officer on implementation-related costs and pending finance actions.
Compliance and controls
Ensure that local finance documentation meets basic control requirements for approval, support evidence, and audit trail integrity.
Immediately flag suspected non-compliance, irregularity, duplicate claim, unsupported cost, or fraud risk to the appropriate management line.
Support audit or review exercises by retrieving financial records and responding to finance-related information requests.
Minimum Qualification, Skills and Experience Required:
Bachelor’s degree or Diploma in accounting, finance, commerce, or another relevant field, or related field
At least 4 years of relevant experience in finance or accounting, preferably in NGO or project settings..
Strong organisational and communication skills.
Full professional proficiency in Arabic, including strong writing and editing skills.
Working proficiency in English, with the ability to communicate effectively in professional settings and coordinate with HQ-based colleagues.
Strong organizational and coordination skills; attention to detail and ability to manage multiple priorities.
Excellent communication and interpersonal skills; ability to liaise with diverse stakeholders.
Good understanding of vouchers, reconciliations, supporting documentation, and financial controls.
