 Background:

IMC has been operational in Sudan since 2004 and remains one of the largest humanitarian agency delivering multi-sectoral and integrated humanitarian responses and resilience building programs aiming for improving the quality of life of the most vulnerable, conflict affected and/or displaced communities through health and related (nutrition, WASH) interventions.



 
 Duties and responsibilities:

Main Tasks and Responsibilities

 

Strategic Leadership and Program Development

  • Lead the development and periodic review of the mission WASH strategy and response plans.
  • Ensure alignment with national WASH policies, cluster standards, and IMC global frameworks.
  • Identify gaps and priorities in WASH service delivery across Sudan operations.
  • Contribute to proposal development, including technical design, budgets, and log frames.

 

Technical Oversight and Quality Assurance

  • Provide technical oversight for all WASH interventions, including: Water supply systems (boreholes, piped systems, trucking), Sanitation infrastructure (latrines, waste management systems), Hygiene promotion and behavior change activities and Infection prevention and control (IPC) in health facilities
  • Ensure all WASH infrastructure meets SPHERE standards and national guidelines.
  • Conduct regular field visits to ensure quality implementation and provide technical guidance.
  • Review and validate engineering designs, BOQs, and implementation plans.
  • Lead WASH emergency preparedness planning and contingency development.
  • Ensure rapid response capacity for outbreaks (e.g., cholera, AWD) and displacement emergencies.
  • Support pre-positioning of WASH supplies and emergency kits.
  • Coordinate with health and nutrition teams during public health emergencies.
  • Promote strong integration of WASH with: Health (IPC, facility WASH improvements), Nutrition (hygiene practices in CMAM settings), Protection (safe water access in IDP/refugee settings)
  • Support multi-sectoral assessments and joint programming.
  • Develop and implement capacity-building plans for WASH staff and partners.
  • Conduct trainings on WASH standards, emergency response, and hygiene promotion.
  • Provide mentoring and technical support to field engineers and hygiene promoters.
  • Oversee procurement planning for WASH supplies and construction materials.
  • Ensure timely delivery and quality control of construction works and supplies.
  • Ensure proper documentation of infrastructure assets and handover processes.

 

Monitoring, Evaluation and Reporting

  • Ensure effective WASH monitoring systems are in place across all project sites.
  • Review program data including water quality, access coverage, and functionality rates.
  • Contribute to timely donor reports and internal reporting requirements.
  • Support learning and adaptation based on field evidence and assessments.

Coordination and Representation

  • Represent IMC in national and sub-national WASH cluster meetings.
  • Coordinate with government counterparts, UNICEF, NGOs, and other stakeholders.
  • Participate in joint assessments, response planning, and technical working groups.
  • Promote improved WASH service delivery in underserved and high-risk areas.

 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s or master’s degree in civil engineering, Water Resources, Environmental Health, Public Health, or related field.
  • Minimum 7–10 years of experience in WASH programming in humanitarian or fragile contexts.
  • Strong experience in emergency WASH response (cholera outbreaks, displacement settings).
  • Proven experience managing infrastructure-based WASH projects.
  • Experience with donor-funded programs (ECHO, UNICEF, DoS-OFA, etc.) is an asset.
  • Strong technical expertise in WASH engineering and public health integration.
  • Excellent leadership and coordination skills
  • Strong analytical and data interpretation skills.
  • Ability to work in high-pressure, insecure environments.
  • Ability to effectively present information and respond appropriately to questions from senior management in the field and HQ, counterparts, government representatives and other stakeholders.
