 Background:

Clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) that erupted on 15 April 2023 continue despite different attempts for ceasefire agreements/announcements made by the two conflicting parries. Clashes between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) have continued for almost five consecutive months, especially in and around Khartoum and in the Darfur’s

As the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) continues across the country, more people are being displaced, and humanitarian needs are increasing daily. To date, more than 4 million people have been displaced inside and outside the country due to the conflict that erupted on 15 April. Nearly 11 million people have been displaced internally. People have been displaced across all 18 states.

When the conflict began in 2023, the IRC adapted our programs and scaled up our response to address the increased humanitarian needs. Despite immense operational challenges, the IRC continues to provide support in Blue Nile, Gedaref, Khartoum, River Nile and White Nile states. We also have a logistics and coordination office in Port Sudan and are exploring opportunities to expand our presence into other states.



 
 Duties and responsibilities:

The Finance Manager (FM) assists the Sr. Finance Manager (Field)

by managing the accounting and finance functions, responsible for ensuring that the day-to-day

accounting operations and financial management function at Damazin - Aljazeera Field office are performed in

accordance with IRC and country office policy and procedures.

 

Deliverables:

 

Responsible for review and finance verification for documents and vouchers submitted to finance, to ensure that:

a) The IRC policies and donor regulations are adhered to.

b) Expenses are allowable, allocable, and reasonable as per specific donor regulations.

c) The charging codes for payments submitted are correct.

d) The calculations are correctly reflected on the invoice & PR

e) The relevant supporting documents are attached.

 

Cash/Bank – Processing & Forecasting:

 

a) Supervision of the processing of bank and cash transactions and ensuring internal control procedures are followed for all cash disbursements, receipts and transfers including internet banking

c) Ensure that the country program cash forecasts and CTR reports are accurate by working with Finance team to assist in developing accurate cash forecasts of programs activities needs

 

3. Payroll:

 

a) Review of the national payroll report ensuring accuracy and standard financial controls are maintained

b) Review the preparation of the monthly national staff payroll accounting entries not limited to Income Tax & NSSF as well.

 

4. Balance Sheet Accounts:

 

a) Monitor the follow-up of the staff, vendor advances and other balance sheet items before month end.

b) Ensuring differences or discrepancies are brought to the attention of the FC and Finance staff with appropriate action is taken

c) Review the monthly Analytical Report for all BS accounts and share with FC.

d) Assure that Tax, NSI & Zakath should be submitted on monthly basis for all the Field Offices

 

5. Month Closure:

 

a) Prepare the monthly closure schedule in collaboration with the accounting and budgeting unit.

b) ) Extract and share along the five reconciliations from INTEGRA ERP system (vendor to ledger reconciliation, customer to ledger reconciliation, bank to ledger reconciliation, project management reconciliation, and trial balance) 

c) Monitor the monthly settlement

d) Monitor and follow up on the open received PO to make sure that all payments are invoiced booked on time. 

e) Extract the memo accounts, 21100, 21110 & 21112 and make sure that there is no balance or reconciled on month end.

f) Run the month check list before the closure and after the closure along with the needed follow-up.

g) Extract PF, PA, and PJ accounts after the monthly booking and make sure that they have zero balances. 

h) Performing the posting of entries, ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation. 

i) Work on the Cost Allocation files and ensure accuracy and coding based on IRC financial policies. 

j) Finalize the closure by uploading the facilities and support dynadd on the system. 

 

k) Review the MPCA payment with program (Tawasul + BNMB) and reconcile at the month end

 

6. Other responsibilities:

 

a) Provide constructive feedback and advice on appropriate career paths and professional development of finance staff (Accounting Unit).

b) Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage. 

c) Support the field finance team as needed. 

 

8. Other:

 

a) Assist the Sr.FM/FC in internal and external audits. 

c) Any other task requested by supervisor. 

 


 
 Minimum Qualification, Skills and Experience Required:

Required Experience/qualification/Skills:

 

• Bachelor’s degree in accounting, Business Administration, Commerce or Finance. A recognized professional certificate in accounting (CPA or equivalent certification) is preferred • At least 2 years of progressively responsible professional experience of NGOs Accounting and Treasury. • Previous experience in an emergency or conflict-afflicted setting is required.

Demonstrated Skills and Competencies:

Language/Travel:

• English is required, while Arabic is desired. • Travel: 40% to field sites as well as attending regional and global workshops and meetings.
