Background:
As part of CARE International in Sudan’s response strategy, the Senior Cash Officer will play a critical role in the implementation of cash programs, with a strong emphasis on cash information management, data analysis, and maintaining high‑quality CVA data systems across the full cash programming spectrum. In close collaboration with program participants, partners, and stakeholders, the Senior Cash Officer will help ensure that cash assistance is efficiently delivered to the most vulnerable households, while strengthening digital and system‑based data workflows, monitoring tools, and information management processes that enhance accountability and program performance across conflict‑affected areas of Sudan.
Duties and responsibilities:

Tasks
Information Management and Systems (50%)
Design and maintain databases for tracking cash transfer activities.
Ensure data quality, consistency, and security across all CVA-related systems.
Develop dashboards and visual tools to support program monitoring and reporting.
Support the design and implementation of digital data collection tools for beneficiary registration, verification, and monitoring.
Collaborate with MEAL and program teams to ensure timely integration of feedback and learning into CVA data systems.
Contribute to donor reporting by providing accurate and timely data analysis, visualizations, and narrative inputs related to cash transfer activities.
Data collection and Analysis (20%)
- Support analysis of data such as priority needs, response analysis, transfer value calculation, decision-making matrix, market and price monitoring, PDM analysis, CFAM data analysis
- Data visualization, primary/secondary data collection, analysis
Design and maintain databases for tracking cash transfer activities.
Cond Support field teams in collecting beneficiary data using digital tools (e.g., Kobo, CommCare).
Analyze data to identify trends, gaps, and areas for improvement.
Generate regular reports for internal and external stakeholders.
3. Coordination and Support (10%)
Generate regular reports for internal and external stakeholders.
Liaise with program, MEAL, and finance teams to ensure alignment of data and processes.
Provide training and technical support to staff on data collection and management tools.
Participate in coordination meetings and contribute to information-sharing platforms.
4. Compliance & Accountability (10%)
Ensure data protection and confidentiality in line with organizational and donor standards.
Support the integration of feedback and complaints mechanisms into cash programming.
Monitor adherence to data protection protocols and flag any risks or breaches for immediate action.
Ensure that beneficiary consent is obtained and documented during data collection and registration processes.
Regularly review and update data management practices to align with evolving donor and organizational compliance standards.
Support audits and evaluations by providing accurate and well-organized data sets and documentation related to CVA activities.
5. Reporting and Development (10%)
Generate regular reports for internal and external stakeholders.
Maintain accurate records of all cash distribution activities, including beneficiary lists, distribution reports, and financial documentation.
Assist in the preparation of project documentation, including success stories, case studies, and lessons learned.
Contribute to donor reports, ensuring that all required information is accurate and submitted on time.
Minimum Qualification, Skills and Experience Required:

Ensure data protection and confidentiality in line with organizational and donor standards.
Support the integration of feedback and complaints mechanisms into cash programming.
Bachelor’s degree in Information Management, Data Science, Social Sciences, or related field.
Minimum 5-7 years of experience in humanitarian or development programs, preferably in CVA.
Strong skills in Excel, Power BI, and data collection platforms (e.g., Kobo, Commcare, Red Rose System, ODK & CVA Modalities).
Knowledge of cash transfer modalities and humanitarian principles.
Excellent communication and coordination skills.
Fluency in English; knowledge of local languages is an asset.
