 Background:

The FSL Officer is responsible for the implementation and technical oversight of all Food Security and Livelihoods-related activities in the assigned operational area. The role ensures timely delivery of project outputs, high-quality reporting, effective coordination with internal departments and external stakeholders (including the FSL sub-national cluster), and supports the development of FSL proposals, concept notes, and budgets for institutional and HA regional donors.



 
 Duties and responsibilities:

Carry out the implementation of all Food Security and Livelihood related projects in the operational area, ensuring activities are delivered on time, within scope, and according to HA-UK standards and donor requirements.

Prepare detailed activity plans, procurement requests, and field schedules in coordination with Logistics/Procurement, Finance, MEAL, and Administration.

Ensure interventions are inclusive, conflict-sensitive, and aligned with humanitarian principles and community priorities.

Provide technical guidance and ensure quality control across FSL activities (e.g., cash/voucher assistance, food assistance, agriculture support, livelihood kits, skills training, income generating activities).

B) Reporting & Documentation

Carry out weekly, monthly, and final reports, and any other project-related reports as required.

Maintain accurate activity documentation (attendance lists, distribution lists, beneficiary files, verification forms, photos with consent, success stories, lessons learned).

Contribute to donor reporting by providing timely narrative inputs, indicator tracking, and field updates.

C) Coordination & Internal Collaboration

Coordinate across all HA departments at state and country level to ensure smooth implementation, compliance, and high-quality delivery (including Procurement/Logistics, Finance, MEAL, Protection, Safeguarding, Security, and Programmes).

Participate in internal planning meetings, pipeline reviews, and project kick-offs/close-outs and ensure follow-up on agreed actions.

D) Cluster & External Engagement

Participate actively in the FSL sub-national cluster meetings in the operational area, including attending meetings, reporting, representing HA-UK, and joining assessments when requested.

Build and maintain strong working relationships with local authorities, community leaders, implementing partners, UN agencies, and peer NGOs.

E) Assessments, MEAL & Accountability

Support needs assessments, baseline/endline assessments, post-distribution monitoring (PDM), market assessments, and verification exercises in coordination with MEAL.

Ensure beneficiary selection and targeting follow approved criteria and are transparent and well documented.

Promote accountability to affected populations (AAP) by supporting feedback/complaints mechanisms and ensuring issues are referred and resolved appropriately.

F) Proposal Development & Resource Mobilization

Carry out developing FSL related proposals, concept notes, and budgets for institutional and Human Appeal regional donors.

Provide technical input into log frames, indicators, risk matrices, implementation plans, and costing.

Contribute to donor mapping and programme design aligned with local context and cluster priorities.

G) Compliance, Safeguarding & Security

Ensure all work complies with HA-UK policies (including safeguarding, PSEA, child protection, anti-fraud, code of conduct) and donor compliance requirements.

Follow security protocols and promptly report incidents, access constraints, or safeguarding concerns through proper channels.

Main Objective

Deliver high-quality, accountable, and timely implementation of HA-UK FSL activities in the assigned area, ensuring strong coordination, compliance, reporting, and contribution to programme growth through proposal development.

2.3 Key Duties and Responsibilities

Programme Delivery

Implement FSL project activities according to approved workplans, budgets, standard operating procedures (SOPs), and donor requirements.

Coordinate field implementation with communities and relevant stakeholders.

Ensure appropriate technical approaches are used, aligned with market functionality, seasonality, and community preferences.

Reporting

Produce and submit weekly, monthly, and final reports and additional reports as requested.

Contribute to donor narrative and indicator reports with accurate data and analysis.

Coordination

Coordinate with all HA-UK departments at state and country levels to ensure integrated planning and smooth operations.

Participate in internal coordination and planning meetings and ensure follow-up actions are completed.

Cluster Participation

Attend and actively engage in FSL sub-national cluster meetings; represent HA-UK, share updates, and join assessments as needed.

Assessments & MEAL

Support MEAL processes including beneficiary verification, monitoring visits, PDM, learning documentation, and evaluation activities.

Ensure data quality and timely submission of required MEAL tools.

Proposal & Budget Development

Support the development of FSL proposals, concept notes, and budgets for institutional and HA regional donors.

Provide technical input for programme design, costing, and risk management.

Safeguarding & Compliance

Adhere to HA-UK safeguarding, PSEA, and code of conduct policies.

Ensure complaints and feedback are handled confidentially and responsibly and escalated appropriately.

2.4 Key Deliverables (Examples)

FSL activities delivered according to approved plans and targets.

Weekly situation updates and accurate monthly progress reports.

Strong coordination evidenced by meeting attendance, action tracking, and stakeholder engagement.

Assessment reports and MEAL documentation submitted on time.

Quality contributions to concept notes/proposals and budgets.


 
 Minimum Qualification, Skills and Experience Required:

Bachelor’s degree in agriculture, Rural Development, Economics, Livelihoods, Food Security, Social Sciences, Development Studies, or a related field (master’s is an advantage).

3.2 Experience

Required (must-have):

Minimum 3 years’ experience in humanitarian programmes with National and/or International NGOs, CSOs, UN agencies, and/or related non-profits, including:

At least 2 years in Food Security & Livelihoods (FSL) programming, and

At least 1 year in income generating humanitarian programmes (e.g., small grants, vocational training, micro-enterprise support, cash for livelihood recovery).

Preferred:

Experience with cash/voucher programming, market assessments, and community-based targeting.

Experience working in insecure/conflict-affected settings in Sudan.

3.3 Skills & Competencies

Strong practical understanding of humanitarian project cycle management.

Excellent report writing and communication skills (English and Arabic preferred).

Strong coordination and stakeholder engagement skills, including cluster coordination.

Good planning, prioritisation, and problem-solving ability under pressure.

Demonstrated commitment to humanitarian principles, accountability, and safeguarding.

3.4 IT & Tools

Proficiency in MS Office (Word, Excel, PowerPoint).

Experience with digital data collection tools (e.g., Kobo/ODK) is an advantage.

3.5 Languages

Arabic: Fluent (spoken and written) – preferred for field-level engagement.

English: Working proficiency (written reporting essential).

3.6 Working Conditions

Frequent travel to project sites within the operational area may be required.

Role requires flexibility and ability to work in challenging environments.
