Duties and responsibilities: Position Summary The CVA Safeguarding Coordinator will support the integration of safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and Accountability to Affected Populations (AAP) within SHF/USG-funded FSL project. Reporting to the Safeguarding Manager, the coordinator will focus on identifying and mitigating safeguarding risks related to cash programming, strengthening complaints and feedback mechanisms, referral pathways, and community awareness, and supporting program teams to ensure safe and equitable access to assistance for vulnerable populations. The role also requires the ability to handle complaints and safeguarding concerns sensitively and confidentially, applying survivor-centered approaches and ensuring appropriate follow-up and referral.
KEY RESPONSIBILITIES
1. Safeguarding Integration in FSL/CASH Programming Ensure safeguarding and PSEA are integrated into cash distribution processes, beneficiary selection, and targeting. Identify and mitigate context-specific safeguarding risks related to cash assistance (e.g., exploitation, exclusion, diversion). Support program teams to apply do no harm and protection mainstreaming principles. 2. Complaints & Feedback Mechanisms (CFM)
Establish and strengthen accessible, confidential complaints and feedback mechanisms for cash beneficiaries. Ensure communities are aware of how to report concerns safely, including SEA-related risks. Support documentation and secure management of complaints data.
3. Case Handling & Incident Response Receive and follow up on safeguarding concerns using a survivor-centered approach. Conduct initial fact-finding and support referrals to appropriate services. Liaise with RI safeguarding structures for reporting and case management.
4. Community Engagement & Awareness Conduct awareness sessions with beneficiaries, including women, youth, and vulnerable groups, on: o Expected staff behavior o Safeguarding and PSEA o Safe access to cash assistance Engage community leaders and groups to strengthen accountability and trust.
5. Capacity Building Deliver targeted training to staff and partners on safeguarding, PSEA, and safe cash programming. Ensure safeguarding messages are contextualized for FSL/CASH interventions. 6. Coordination & Reporting Participate in PSEA and safeguarding coordination forums. Contribute to project reporting, including safeguarding updates, risks, and mitigation actions. Document lessons learned and best practices for future programming.
6. Risk Monitoring & Learning Conduct rapid safeguarding risk assessments specific to cash programming. Monitor trends in complaints and adjust mitigation measures accordingly. Support learning and adaptation to improve safe program deliver |

Minimum Qualification, Skills and Experience Required: QUALIFICATIONS & REQUIREMENTS
Degree in Social Sciences, Development Studies, Social Work, or related field. Minimum 3 years experience in safeguarding, protection, or PSEA in humanitarian settings. Experience in cash-based programming or FSL projects (highly desirable). Proven experience in handling sensitive cases confidentially and ethically. Strong skills in training, community engagement, and coordination. Knowledge of safeguarding standards, PSEA, and Core Humanitarian Standards. Fluent in English and Arabic.
