 Background:

  • The Health Program Extender is a key role within the i-APS project, responsible for supporting and monitoring
    UNICEF-supported health interventions across targeted localities and states. The role focuses on facilitating effective
    health service delivery to vulnerable populations, including Internally Displaced Persons (IDPs), marginalised communities,
    and those affected by humanitarian crises.
  • The Health Program Extender ensures that program interventions are implemented according to UNICEF guidelines, collaborates with UNICEF partners (government agencies, NGOs, community health organizations), conducts field
    monitoring, supports service delivery, manages health supplies, and provides technical assistance for the training and
    capacity building of front-line health workers.
  • The Health Program Extender should ensure timely and accurate reporting on program progress and the delivery of key
    project deliverables: 


 
 Duties and responsibilities:

Field Monitoring and Supervision
● Conduct field monitoring visits to the service delivery sites at health facilities and mobile teams in line with the
monthly field monitoring schedule.
● Conduct monitoring visits to all the IDP sites within the targeted localities and states.
● Conduct monitoring visits during campaigns (vaccination, LLINs, etc.).
● Document select visits as programme monitoring visits and record accordingly.
● Support follow-up on agreed action points.
● Document any good practices developed as part of the implementation including human interest stories and
support visibility activities.
● Support preparation and implementation of donor field visits.
● Real time flagging of issues (e.g., commodity supply stock outs, IDPs emerging needs, outbreaks etc)

Planning, Coordination, and Partnerships (10%)
● Support the microplanning of health campaigns and outreach activities in coordination with State Ministries of
Health (SMOH) and UNICEF partners (NGOs and other stakeholders) at the health facility, locality, and state
levels.
● Participate in subnational health cluster meetings and other relevant coordination mechanisms to align UNICEF’s
health interventions with local priorities and improve partnership engagement.


Health Information Management, Assessments, and Reporting
● Support the collection, analysis, and reporting of health data across various service delivery platforms, including
health facilities, mobile teams, and community health services, ensuring data is accurately captured for UNICEF
reporting purposes.
● Support the timely and high-quality collection, analyses, production and dissemination of data/information
● Assist partners in preparing monthly reports and maintaining health facility data, ensuring that the functionality of
UNICEF-supported minimum health service packages is consistently tracked and updated.

● Contribute to the rollout and implementation of health information innovations to streamline monitoring and
reporting processes.


Health Technical Program Support
● Provide technical assistance to UNICEF partners and front-line workers (FLWs), assisting in the planning,
implementation, and monitoring of health interventions, such as immunization campaigns, maternal and child
health services, and disease prevention initiatives.
● Support the training and capacity building of FLWs on technical aspects of health service delivery, including
immunization, maternal and child health, and disease prevention.
● Contribute to the development and adaptation of training materials and tools to meet the specific needs of FLWs
in different contexts.
● Provide technical support for the implementation of new health interventions and technologies. Contribute to the
development and implementation of project plans, budgets, and work plans for health interventions.
● Monitor project progress and ensure that activities are implemented on time and within budget. Prepare regular
project reports for UNICEF and other stakeholders.
● Ensure that project activities are aligned with UNICEF’s policies and procedures.
● Provided monthly on-the-job training for the FLW.


Coordination and Communication
● Maintain effective communication with UNICEF staff, partners, and stakeholders at all levels. Participate in regular
meetings and working groups to ensure effective coordination of health interventions.
● Contribute to the development of communication materials for health interventions.


Additional Responsibilities
● Perform other duties as assigned by the supervisor, which may include but are not limited to:
● Conducting assessments of health needs and gaps.
● Developing and implementing advocacy strategies.
● Participating in research and evaluation activities.
 


Deliverables and Reporting
● The Health Program Extender shall submit monthly written reports in English in line with i-APS and UNICEF
reporting requirements, including the following:
● Monthly progress and data-sharing reports outlining performance against agreed health indicators,
status of scale-up plan implementation, and results achieved.
● Monthly stock status reports covering health facilities, community, locality, and state levels.
● Detailed field monitoring reports for all field visits conducted, including actions implemented and
on-the-job training schedules and results.

● A final assignment report at the end of the contract period. The final report shall include a consolidated overview
of achievements, key challenges, areas for improvement, an overall performance assessment, a summary of
activities conducted, and clear, actionable recommendations to inform future programming.
● All monthly reports shall be submitted to i-APS and UNICEF within two (2) working days after the end of
each working month and shall serve as inputs to i-APS consolidated reports, which are later submitted to
UNICEF.
