Background: The Head of Finance Unit will play a key role in managing and overseeing SAPA’s financial operations in Sudan. This role ensures compliance with local financial regulations and donor requirements, while maintaining strong alignment with SAPA Headquarters’ accounting and reporting standards. The Head of Finance Unit will lead financial planning, budgeting, donor reporting, and audit preparation, ensuring transparency, accountability, and effective resource management to support SAPA’s mission in conflict-affected and humanitarian settings.

Duties and responsibilities:
1. Financial Planning & Strategy- Develop and implement country-level financial strategies aligned with SAPA’s mission and operational priorities.
- Lead the annual budgeting process for Sudan, consolidating inputs from programs and operations.
- Provide regular financial forecasts and variance analyses to guide strategic decision-making.
- Advise country leadership on financial risks, currency management, and cost-efficiency measures.
2. Financial Management & Reporting- Oversee day-to-day financial operations, ensuring proper accounting, cash management, and internal controls.
- Ensure accurate and timely financial records in line with donor and organizational requirements.
- Manage cash flow, ensuring funds are available for operational needs and emergencies.
- Prepare monthly, quarterly, and annual financial reports for SAPA Sudan and submit to HQ.
3. Compliance & Audit- Ensure compliance with Sudanese regulations (tax, NGO registration, labor laws) and donor requirements.
- Coordinate internal and external audits at the country office level.
- Implement audit recommendations and track compliance progress.
- Strengthen internal financial risk management practices.
4. Grant Financial Oversight- Oversee financial management of country-level grants, ensuring budgets align with program objectives.
- Support proposal budget development and donor compliance reviews.
- Monitor grant expenditures, highlight variances, and coordinate corrective actions.
- Ensure timely submission of donor financial reports.
5. Team Leadership & Capacity Building- Supervise and mentor Sudan finance staff, providing ongoing training and professional development.
- Promote accountability, transparency, and efficiency within the finance team.
- Work closely with program and operations staff to strengthen financial literacy across teams.
6. Liaison with SAPA US Headquarters- Share financial data with SAPA HQ in formats required for consolidated reporting and donor accountability.
- Act as the focal point for HQ on Sudan-related financial matters.
7. Systems & Process Strengthening- Ensure financial systems and processes are implemented consistently in Sudan.
- Support digital record-keeping, financial data security, and reporting automation where feasible.

Minimum Qualification, Skills and Experience Required:
Education: - Bachelor’s degree in Accounting, Finance, Business Administration, or related field
- A Master’s degree in a related field is an asset.
- CPA, ACCA, or equivalent qualification desirable.
Experience: - At least 5–7 years of financial management experience, preferably in NGOs or humanitarian settings.
- Experience managing donor-funded projects and preparing donor financial reports.
- Strong knowledge of Sudanese financial regulations and NGO compliance requirements.
Skills: - Proficiency in accounting/finance software (QuickBooks, Sage, or similar).
- Strong analytical, organizational, and problem-solving skills.
- Excellent leadership and communication abilities.
- Fluency in English required; Arabic an advantage.
Other Requirements: - Willingness to travel within Sudan.
- Ability to work under pressure and manage competing priorities
