 Background:

The Protection Cluster Coordinator ensures a well-coordinated, effective, and principled protection response for crisis-affected populations in Tawila locality and North Darfur. In the context of severe and fluid conflict, the coordinator leads inter-agency efforts to analyze protection risks, develop response strategies, and ensure the centrality of protection in all humanitarian action.



 
 Duties and responsibilities:

The core functions of the role are structured around the standard humanitarian program cycle and cluster coordination mandate.

Core FunctionKey Responsibilities
Strategic Coordination & LeadershipChair the Protection Sector Working Group meetings for Tawila locality. Represent the protection sector in inter-sectoral coordination forums. Develop and implement a multi-year Protection Cluster strategy aligned with the Humanitarian Response Plan (HRP).
Needs Assessment & AnalysisSupport the coordination of protection needs assessments. Lead the collective analysis of protection monitoring data to identify trends, risks, and advocate for responses. Contribute to the Humanitarian Needs Overview (HNO) and HRP.
Planning & Resource MobilizationFacilitate joint planning and prioritization among partners. Advocate for resources and contribute to pooled fund processes to address critical protection gaps.
Capacity Building & MainstreamingOrganize protection training for cluster members and local authorities. Lead efforts to mainstream protection, age, gender, and diversity across all humanitarian sectors. Support capacity building for local and national NGOs.
Monitoring, Reporting & AdvocacyMonitor response progress and reporting. Draft regular protection updates, briefing notes, and advocacy statements on behalf of the cluster. Develop collective advocacy messages based on analysis of protection concerns.
Information ManagementSupport the cluster's information management strategy to ensure data on protection incidents and responses is collected, analyzed, and shared to inform decision-making.

 
 Minimum Qualification, Skills and Experience Required:

  • Education: An advanced university degree (master’s or equivalent) in International Law, Human Rights, Political Science, Social Sciences, or a related field.
  • Experience: Minimum of 3+ years of progressively responsible experience in protection in humanitarian settings. Previous experience in IDP protection and cluster coordination is essential. Direct experience in the Darfur context is highly desirable.
  • Technical Skills: Strong knowledge of International Humanitarian Law, Human Rights Law, and Refugee Law. Proven experience in protection monitoring, community-based protection, and case management for vulnerable groups.
  • Soft Skills: Excellent facilitation, negotiation, and diplomatic skills for inter-agency coordination. Ability to work under extreme pressure, adapt to rapidly changing security environments, and make sound decisions.
  • Languages: Full professional proficiency in English and Arabic is critical for effective coordination and reporting.

Key Relationships:

  • Internal: Close collaboration with UNHCR's multi-functional teams (information management, field, program).
  • External: Daily coordination with national/local authorities, all protection cluster partners, OCHA, leads of other clusters and Areas of Responsibility (GBV, Child Protection), donors, and the Humanitarian Country Team.

This role is pivotal for safeguarding the rights of highly vulnerable populations in one of the world's most challenging humanitarian crises. It requires a unique combination of deep technical protection knowledge, seasoned coordination and leadership skills, mental resilience, and a strong commitment to humanitarian principles.
