 Background:

GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in more than 60 countries over the last 40 years. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.

GOAL has been working in Sudan since 1985. Despite the ongoing civil war, GOAL continues to be a leading health and nutrition, WASH and FSL INGO in Sudan, working in South Kordofan and North Darfur states. Overall, GOAL provides integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond

Purpose of the Role: 

The Safety & Access Coordinator plays a pivotal role in providing strategic direction and expert leadership for all dimensions of safety, security, and humanitarian access throughout the country programme. This position is entrusted with ensuring that robust safety strategies are cohesively aligned with the organisation’s overarching goals, whilst upholding humanitarian principles and sector best practice. The coordinator exercises line management for Safety & Access Managers (SAM), Senior Safety & Access Officers (SSAO), and Safety & Access Officers (SO) as needed, maintaining a clear hierarchy and nurturing professional excellence. Positioned at the forefront of safety coordination, the coordinator acts as the central liaison for both national and regional safety networks, actively fostering capacity building and professional development across all operational levels.



 
 Duties and responsibilities:

Key Responsibilities:

1. Strategic Leadership & Coordination:

   - Formulate and steward comprehensive safety and access strategies at a national level, ensuring seamless integration with the organisation’s policy framework and humanitarian commitments. 

   - Drive the harmonisation of safety procedures and standards across diverse operational settings, guaranteeing consistency and compliance. 

   - Represent the organisation with distinction in national and regional security coordination forums, projecting confidence and influence.

2. Line Management: 

   - Deliver direct and assertive line management to SAM, SSAO, and SO roles, providing clarity in role delegation and oversight. 

   - Champion rigorous performance monitoring and targeted professional growth opportunities for safety and access personnel. 

   - Cultivate a culture of collaboration, mutual respect, and excellence within the safety team, ensuring a supportive and high-performing working environment.

 

3. Technical and Presentation Skills: 

   - Prepare authoritative safety reports and impactful presentations utilising advanced tools such as Microsoft PowerPoint and Canva. 

   - Oversee the design and dissemination of engaging training and awareness videos, reinforcing safety culture amongst staff and the wider community. 

   - Harness the power of cutting-edge data visualisation platforms (such as Power BI and Tableau) to communicate meaningful safety trends and operational constraints to senior leaders and external stakeholders with clarity and precision.

4. Management Platforms:

   - Drive the implementation and ongoing evaluation of project management and collaboration tools—including Microsoft Teams, Trello, and Asana—to underpin efficient safety coordination. 

   - Ensure timely, accurate updates and reporting via digital platforms for incident management, risk analysis, and decision making.

5. Mentoring and Capacity Building:

   - Design and deliver advanced, tailored training programmes for safety staff, local partners, and designated community safety focal points, securing sustainable safety capacity across operations. 

   - Provide expert mentoring for SAMs and SSAOs, enhancing their leadership and technical acumen and supporting succession within the team. 

   - Actively encourage peer-learning and knowledge-sharing initiatives, reinforcing a culture of continuous professional growth country-wide.

6. Monitoring, Evaluation & Learning:

   - Collaborate confidently with MEL teams to embed safety and access indicators within organisational monitoring frameworks. 

   - Lead the systematic documentation of lessons learnt and best practices, driving ongoing improvement in safety and access protocols.

 

7. Team Management:

   - Oversee the robust recruitment, onboarding, and performance management of all safety team members, securing the highest standards of professionalism and integrity. 

   - Facilitate effective succession planning and targeted capacity building to ensure a dynamic, resilient safety team.


 
 Minimum Qualification, Skills and Experience Required:

- At least seven years’ proven experience in safety and access positions in International Organizations, with a minimum of three years as a Manager or head of section.

   - Demonstrable track record of success in managing multi-tiered safety teams in humanitarian contexts. 

   - Proficient in the full Microsoft Office Suite, modern data visualisation tools, and video editing platforms.

- Understanding in both verbal & written local languages

Desirable Attributes: 

   - Experience in developing digital learning materials for remote or connectivity-challenged environments. 

   - Familiarity with humanitarian innovation tools and mobile-based alert systems

- A high-level qualification in Security Management, International Relations, or a closely related discipline.
