 Background:

The Project Manager will oversee the implementation and coordination of the CDCS-funded multi-sectoral project in Blue and White Nile (based in Damazine), ensuring quality delivery, compliance, and alignment with donor and organizational standards. S/he will manage and support project teams across bases, including recruitment, supervision, and capacity building, while ensuring strong financial oversight, budget monitoring, and reporting. The Project Manager will work closely with MEAL staff to ensure effective monitoring, evaluation, accountability, and learning, and will uphold safety and security standards in all operations. S/he will ensure effective coordination and collaboration with INGO and NGO partners, local authorities, and community stakeholders to achieve project objectives and maintain strong operational partnerships.



 
 Duties and responsibilities:

  • Mission 1: Coordinate overall implementation of program and operations for project: 
    • Coordinate overall project implementation to ensure timely, quality, and compliant delivery.
    • Serve as the main focal point for the full project cycle, organizing kick-off, review, mid-term, and close-out meetings.
    • Coordinate preparation and validation of technical agreements with relevant authorities.
    • Manage partnerships with local and international actors, including drafting and follow-up of MoUs, budgets, and implementation plans.
    • Conduct monthly BFU reviews, ensure accurate financial forecasting, and maintain compliance with donor requirements.
    • Identify and address budget variances in coordination with budget holders.
    • Oversee timely procurement and adherence to the Project Procurement Plan with logistics, ensuring compliance with donor and organizational guidelines.
    • Support staff recruitment, onboarding, and performance management, ensuring adherence to policies and safeguarding standards.
    • Ensure compliance with donor regulations and internal procedures across all operations.
    • Lead the preparation of timely, high-quality reports and serve as the focal point for communications deliverables and documentation of project achievements.
  • Mission 2: Focal point of MEAL activities under project with support of MEAL department: 
    • Serve as the focal point for MEAL activities in close coordination with the MEAL department.
    • Organize project learning events, including kick-off, mid-term, and close-out reviews.
    • Support the design, implementation, and updating of monitoring and reporting tools and the project monitoring plan.
    • Regularly monitor project progress against indicators, identify gaps, and coordinate corrective actions.
    • Share monitoring findings and ensure integration of MEAL recommendations into project implementation.
    • Ensure beneficiaries are aware of and can access feedback and complaints mechanisms, and support timely follow-up and resolution.
    • Contribute to analyses of project outcomes, impacts, and lessons learned.
  • Mission 3: Ensure reporting, capitalization and contribute to quality and accountability: 
    • Ensure timely and quality reporting in line with donor and organizational requirements.
    • Provide the DCDs with all requested project updates and documentation from the field.
    • Submit monthly narrative and quantitative updates through the ITT and contribute to donor reports, ensuring compliance with donor guidelines and deadlines.
    • Ensure quality, accuracy, and timeliness of data received from the field in coordination with the MEAL department.
    • Review and validate project reports and deliverables before submission.
    • Maintain comprehensive project documentation and lessons learned for capitalization and audit purposes.
    • Implement recommendations from internal and external assessments to strengthen project quality and accountability.
  • Mission 4: Monitor and update on ACTION AGAINST HUNGER possible interventions as per country strategy: 
    • Track key contextual indicators and emerging needs to inform strategic decision-making.
    • Ensure alignment of project priorities with national sectoral strategies and coordinate with the coordination team accordingly.
    • Map and analyze the presence and strategic orientations of other actors to strengthen coordination and complementarity in the field.
  • Mission 5: Security, Safety, Access: 
    • Monitoring the security environment in CDCS project areas, along with Field Coordinators and Head of (sub) Base, and updating DCDs and CD as required (ensure not to duplicate with Head of Bases) for them to communicate with donor.

 Minimum Qualification, Skills and Experience Required:

  • Bachelor degree in relevant field; lengthy experience in role of Field Coordination or roles as Program Coordination.
  • At least 5 years of professional experience in managing Programs and Operations in humanitarian projects /programs preferably with an international NGO
  • Work experience in partnership with LNGOs would be an asset.
  • Demonstrated expertise in Health and Nutrition, complemented by strong multi-sectoral knowledge spanning Food Security and Livelihoods (FSL), and WASH, Gender and Protection mainstreaming, MEAL frameworks, along with solid experience in effective partnership management.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
  • Professional English language level
  • Mastery of Word, Excel, Power Point
