 Background:

The organization is implementing humanitarian and development programs aimed at improving the wellbeing, resilience, and protection of vulnerable communities. In line with its commitment to accountability, evidence-based programming, and continuous learning, the organization seeks to strengthen its Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.


The Senior MEAL Officer will play a critical role in ensuring high-quality program design, implementation, monitoring, and evaluation across projects. The position will lead the development and oversight of MEAL frameworks, data collection and analysis, reporting, and learning processes, while promoting accountability to affected populations and compliance with donor and organizational standards.


Working closely with program, operations, and management teams, the Senior MEAL Officer will support informed decision-making, enhance program quality, and contribute to organizational learning and adaptive management.



 
 Duties and responsibilities:

Major Functions/ Responsibilities: 

  • Construction/ Modification of MEAL system includes monitoring formats and development of MEAL plans for each project.
  • Assess implementation gaps, and recommended actions to improve the situation. 
  • Facilitates MEAL sessions, and support MEAL Officers or/and field coordinators. 
  • Support MEAL/ field coordinators to ensure quality control such as prepare/ check results delivered to the communities/ beneficiaries and collection of good practices, successful stories and lessons learned and ensure to be incorporated into future activities.
  • Ensure that the project objectives and output are taken into consideration during planning and implementation in accordance with the project documents.
  • Check field ongoing activities, conduct post survey and fill in the monitoring and evaluation formats. 
  • Validate collected data and information such as activity post survey, baseline/ end line, activity data etc.
  • Plan and organize the project field visit, including communication with the mission teams as well as briefing and debriefing meetings for the missions.
  • Liaison with relevant bodies in the federal level, maintain the coordination and collaborations route with the Donor/ partners, HAC, COR and line ministries to fulfill project monitoring requirements.
  • Oversee of Follow-up the implementation of detailed projects works plans/ MEAL plans in the field together with Area Coordinator/ Project coordinators in field.
  • Checks activities report, projects progress report and prepares any other briefing reports/ updates and summit to Programs Manager.
  • Establish complains and feedback mechanism, tracking and response on it’s for each project.
  • Support project coordinators/ managers to close the projects, handover, make the internal 4Ws, compile in the internal data base. 
  • Support sectors officer (or coordinators/ managers) at HQ and states levels to make and submit the 5Ws to the sectors.
  • Support project coordinators to write monthly progress reports and final projects reports.
  • Conduct quarterly data quality reviews of indicators and data collection and reporting procedures to ensure validity, reliability, timeliness, and precision of data collection methods.
  • Apply and maintain the project documentation system, in HQ and Field offices.
  • Any other task or responsibility determined by management of HOPE.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required: 

  1. Experience in a similar position in terms of the job tasks and responsibilities outlined above, previous experience working in a humanitarian, experience working with non-governmental organizations (at least 5 years’ experience).
  2. Education: university-level degree in monitoring and evaluation, statistics, economics, international development, or other relevant area.
  3. Bachelor's Degree required; Master’s Degree preferred;
  4. Proven strong analytical skills, including experience using statistical software and data visualization applications preferred.
  5. Proficiency with standard office software, including Microsoft Word and Excel;
  6. Fluent written and oral communication skills in English Language; and
  7. Excellent survey/assessment skills and knowledge to write quality reports.
