Background: The Health Officer will support the design, planning, implementation, monitoring, and coordination of PHC services in ACF-supported facilities, with a focus on quality service delivery, medical supply accountability, and integration with nutrition and protection sectors. The role ensures alignment with national health strategies, coordinates with relevant stakeholders, contributes to country strategy development, and ensures ACF representation in state-level health coordination forums. The Health Officer will also oversee health data management, pharmaceutical supervision, and technical support to field health teams

Duties and responsibilities:
- Program Implementation and Monitoring: Support day-to-day implementation of PHC activities at supported health facilities and outreach sites. Review facility-level data and provide regular updates to the Health & Nutrition Manager for program improvement. Conduct regular technical supervision visits to health facilities to monitor service quality, data completeness, and adherence to national protocols. Ensure integration of health services with nutrition and protection activities and identify opportunities for cross-sectoral collaboration.
- Medical Supply Chain and Pharmacy Management: Oversee stock management and ensure the correct implementation of ACF’s pharmacy SOPs across health facilities and field bases. Monitor consumption trends, analyze stock data, and forecasts needs to avoid stockouts, overstocks, and expiries. Ensure real-time availability and report accurate drug and medical product data (stock levels, consumption, expiry dates). Support the review of prescriptions and promote the rational use of medicines in line with MoH and WHO guidelines. Collaborate with the logistics team to track medical deliveries and storage conditions, ensuring Good Storage and Distribution Practices (GSDP) are followed. Verify and reconcile pharmacy stock data against health service outputs and patient registers. Ensure regular backup of pharmacy data and proper archiving of pharmacy documents
- Reporting, Data Management, and Compliance: Ensure timely and accurate collection, validation, and analysis of medical and pharmacy data. Supervise entry of health indicators and stock data into appropriate platforms for reporting to internal and external stakeholders. Contribute to periodic reports, sitreps, and proposals with clear documentation of health interventions and outcomes. Ensure medical files, reports, and stock documents are archived in compliance with ACF and donor regulations.
- Coordination and Representation: Represent ACF in health coordination meetings at state and locality levels, contributing to joint planning and response efforts. Liaise with MoH, UN agencies, and health partners on issues related to drug supply, import permits, and emergency stock coordination. Collaborate with logistics and supply chain teams on procurement, quantification, and reporting of medical commodities.
- training and capacity building: Provide training and on-the-job coaching to facility staff, CHWs, and pharmacy focal points on topics including rational prescription, inventory management, and supply chain procedures. Monitor application of ACF tools and SOPs across project sites and follow up on recommended corrective actions. Support MoH counterparts and local partners in improving drug accountability and pharmaceutical practices.

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in medicine, Nursing, or any related field. Postgraduate training in Public Health, Health Systems Management, or Pharmaceutical Logistics is desirable.
- Minimum of 2 years of professional experience in health program implementation, preferably in humanitarian settings.
- At least 1 year of experience working in the humanitarian sector (NGOs, UN, or similar).
- Strong knowledge of medical stock management tools (e.g., SFUMed, Excel), national supply systems, and donor compliance.
- Minimum 1 years’ experience in the humanitarian sector.
- Main quality assurance procedures for essential medicines and medical supplies, including WHO norms and standards.
- Familiarity with Sudan national health police and international humanitarian health standards.
- Understanding of integrated health programming including surveillance, outbreak response, and health promotion.
- Capacity in needs assessment and supply of drugs/medicines to health facilities.
