 Background:

ROLE PURPOSE: 

Under the direct supervision of Head of Supply Chain, role is to understand the whole supply chain process in SCIS, so he/she can coordinate it effectively and liaise with suppliers of raw material, manufacturers, retailers and consumers. Manage and coordinate all logistics functions for the office in Khartoum by ensuring the right products are delivered to the right location on time and at a good cost. He/she will be involved in procurement, transportation (staff and goods), stock control, warehousing and monitoring of the flow of goods.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

 

Strategy 

  • Develops and implements the country Procurement strategy aligned to regional and global Procurement priorities with the aim of delivering value for money to our donors, quality goods and services to our beneficiaries and exceeding our operational KPIs. 
  • Manage and communicate with senior internal stakeholders to promote the role of the Procurement function, to drive best practices and operational efficiencies for the benefit of the country.

Team Management

  • Structure and implement a Procurement organisational structure in line with the target Procurement Country Office operating model to ensure teams or individuals are separately focused on management, sourcing and buying as discrete capabilities within the team. 
  • Provide leadership and management to Procurement team and functional leadership to Procurement staff at Area Office/ Field Office
  • Oversee the implementation and monitoring of all Procurement processes to ensure compliance to procedures and timely delivery of goods and services. 

Sourcing 

  • Develop, maintain and deliver the rolling Sourcing Pipeline.
  • Work with internal stakeholders to understand future demand for programmes and internal office / functional needs and to forecast future demand. 
  • Advocate across the organisation for effective planning of Procurement needs at the proposal stage. 
  • Plan the team’s activities to run proactive sourcing procedures (tenders, quotations) to meet project future demand. 
  • Deliver and/or oversee sourcing procedures to sign contracts and Framework Agreements suppliers that meet our business requirements and deliver value for money. 

Buying 

  • Oversee all operational Procurement activities ensuring that we are receiving, validating and processing purchase requisitions in line with business requirements. 
  • Ensuring the tracking of Purchase Orders from issuance to order fulfilled 
  • Liaison with relevant internal departments and programmes to ensure that order fulfilment is on time and in line with expectation. 
  • Deal with operational challenges around deliveries and payment and escalate to relevant departments. 

Governance

  • Implement and ensure compliance to our Procurement Policy, Procurement Manual and established Procurement Procedures
  • Set a strong tone from the top that fraud is unacceptable. 

Ensure that we are using recognised systems and processes, including put not limited to ProSave & Source to Pay.
 

Procurement and Facilities Tasks

  • Professionally and proactively manage suppliers, providing feedback to improve performance and leading periodic review meetings. 
  •  Provide procurement advice and support to field offices across the designated areas. 
  •  Deliver management information reports summarizing key trends in procurement performance against KPIs. 
  •  Oversee procurement for the programme in line with SCI procurement policies, processes, and quality standards through supervision of Purchase Requests and Purchase Order processes. 
  •   Execute the Country Office supply plan, utilizing ad-hoc procurement, approved suppliers, and contracted suppliers to meet programme needs. 
  •  Ensure all orders are processed promptly, recorded in the Procurement Tracker, status updates communicated to programmes, and all documentation filed appropriately. 
  • Maintain and update supplier performance files, ensuring regular reviews by the Procurement Committee for future supplier evaluations. 
  •  Build strong relationships with field office programmes to support improved ordering practices and review all Procurement Plans . 

Fleet Management

  • Oversee the management of all vehicles in Greater Darfur, ensuring compliance with SCI Fleet Policy and donor requirements. 
  •  Develop and implement a preventive maintenance schedule for all fleet assets to minimize breakdowns and extend asset life. 
  •  Monitor fuel consumption, mileage, and maintenance costs, ensuring accurate record-keeping and cost-efficiency. 
  •  Ensure all vehicles have valid registration, insurance, and safety equipment. 
  •   Supervise drivers and provide training on safe driving practices and SCI security protocols. 
  •  Maintain a Fleet Tracker and produce monthly reports on fleet utilization, fuel efficiency, and maintenance performance. 
  •  Coordinate with field offices to ensure timely allocation of vehicles for programme activities and emergency response. 
  •   Lead the disposal process for old or damaged vehicles in line with organizational policy. 
  •   Implement measures to reduce environmental impact, such as monitoring emissions and promoting fuel-efficient driving.

Warehousing Management 

  • Ensure proper storage, handling, and security of all goods in SCI warehouses across Greater Darfur. 
  • Implement and monitor stock control systems to maintain accurate inventory records. 
  •  Conduct regular stock counts and reconcile discrepancies promptly. 
  •   Ensure compliance with SCI warehousing standards, donor requirements, and health & safety regulations. 
  •   Oversee loading and unloading processes, ensuring proper documentation and minimizing damage or loss. 
  •  Maintain cleanliness and organization of warehouse facilities to optimize space and safety. 
  •  Prepare and share monthly warehouse reports, including stock levels, movements, and expiry tracking. 
  •       Coordinate with procurement and programme teams to ensure timely dispatch and delivery of goods to field locations.

Asset Management

 

Maintain an up-to-date asset register for all SCI assets in Greater Darfur.

  • Ensure proper tagging and tracking of all assets in compliance with SCI Asset Management Policy.
  • Conduct regular physical verification of assets and reconcile with asset records.
  • Monitor asset condition and coordinate repairs or replacements as needed.
  • Manage asset disposal in line with SCI and donor guidelines, ensuring proper documentation and approvals.

Staff, Performance Management & Capacity Building

  • Lead, manage and motivate direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly (in line with Save the Children performance management procedures).
  • Create and maintain a cooperative, collaborative and positive working environment where staff have clear roles and responsibilities, participate in decision making and are supported in progressing towards their objectives.
  • Lead on capacity building of direct line reports through coaching, mentoring and training.

Child Safeguarding

  • Act as an ambassador for child safeguarding in both professional and personal life. Never abuse position of trust and authority.
  • Keeping children we work with safe from deliberate harm/risk or inadvertent harm/risk. This is a top organizational and personal commitment, and the standards of behaviour towards children expected by the organization should reflect both in your personal and professional life.

  • Report any CSG issues or concerns in a timely way according to the Country reporting system and procedures. (At least two reports per year).  Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS

 

Bachelor’s Degree in Administrative Sciences (or related field). MBA is desirable.

 

 

Experience and Skills

  • Minimum 7 years of work experience, with at least 3 years in Supply Chain functions: Fleet, Warehousing, Procurement, and Emergency Supply Chain within INGO / NGO / UN.
  • Strong command and ability to understand Logistics and Supply Chain issues.
  • Fluency in English and Arabic is essential.
  • Highly organized and detail-oriented, with excellent analytical skills.
  • Diplomatic communicator with strong verbal, written, and interpersonal skills, including high negotiation skills.
  • Computer literate (Word, Advanced Excel, PowerPoint, Outlook, Internet Explorer).
  • ERP System literate – ability to work with ProSave, TIM, and ProFleet.
  • Excellent planning, management, and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities.
