 Background:

Job Summary: 

 

The Cash Program Manager will be responsible for overseeing the Cash Transfer Programs under CARE International in Sudan’s response strategy. This position entails strategic leadership in the planning, execution, and monitoring of cash programs aimed at supporting vulnerable populations affected by conflict in Sudan. The Cash Program Manager will ensure the program's alignment with CARE's strategic objectives and donor requirements while promoting accountability, compliance, and high-quality implementation. The role demands close collaboration with internal teams, partners, stakeholders, and beneficiaries to maximize the impact of cash-based interventions.

 



 
 Duties and responsibilities:

1. Program Strategy and Leadership:

   - Develop and lead the overall strategy for cash transfer programs, ensuring alignment with CARE’s humanitarian objectives and donor guidelines. 

 - Provide strategic oversight and direction to program teams in the design, implementation, and scaling of cash-based interventions. 

 - Foster innovation and continuous improvement in program delivery by integrating best practices and lessons learned. 

- Represent CARE International in high-level coordination meetings with donors, partners, and other stakeholders, advocating for effective cash assistance strategies. 

 

2. Program Implementation and Management:

 

   - Lead the planning, coordination, and execution of cash transfer programs, ensuring that all activities are conducted in a timely, efficient, and transparent manner. 

- Oversee the beneficiary identification and registration processes, ensuring adherence to CARE’s targeting criteria and methodologies. 

- Ensure the effective management of program resources, including budgets, human resources, and logistics, in line with CARE’s policies and donor requirements.

 - Collaborate with sector leads within CARE to ensure integrated program delivery and maximization of impact.

 

3. Monitoring, Evaluation, and Reporting:

 

 - Develop and implement a comprehensive monitoring and evaluation framework to assess the effectiveness and impact of cash transfer programs. 

- Ensure the timely collection and analysis of data to inform program adjustments and decision-making. 

- Prepare and submit high-quality reports on program progress, challenges, and outcomes to CARE’s senior management and donors. 

- Lead the documentation of best practices, lessons learned, and success stories to enhance future program designs and proposals.

 

4. Capacity Building and Quality Assurance:

 

 - Identify capacity-building needs within the program team and local partners, providing training and support to enhance their skills in cash programming. 

- Ensure that all program activities comply with CARE’s quality standards, donor regulations, and international best practices. 

- Implement accountability mechanisms, including feedback and complaints systems, to ensure the program's responsiveness to beneficiaries' needs.

 

5. Compliance, Risk Management, and Accountability:

 

 - Oversee the implementation of compliance frameworks to ensure that all cash assistance activities adhere to CARE’s policies, donor requirements, and local laws. 

- Monitor and manage risks associated with cash programming, including fraud, security, and operational risks.

- Ensure that all protection issues, including safeguarding concerns, are promptly reported and addressed in line with CARE’s protocols.

Direct reports.

Directly supervises.

Manages budget.

 

IV. Contacts and Key Relationships:

  • The position contact includes all CARE staff at field office and related local authorities, UN, NGOs and partners.

V. Working Conditions:

  • As stated in the terms of contract and the CARE HR manual.

 
 Minimum Qualification, Skills and Experience Required:

  • Master’s or bachelor’s degree in a relevant field, such as economics, business, international development, humanitarian studies, or another related field.
  • Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience.
  • Minimum 4 years of experience in designing and implementing cash assistance in humanitarian settings.
  • Minimum of 6 years’ experience of working with NGOs in fragile and humanitarian settings.
  • Training in Cash and voucher assistance and market-based approaches (CALP, MERS, sectoral such as WASH, Health, Nutrition).
  • Training in gender.
  • Strong contextual knowledge of Sudan ‐ social, cultural, and economic context, priorities, and constraints
  • Knowledge of the humanitarian program cycle, humanitarian coordination frameworks, and the general humanitarian funding landscape.
  • Commitment to equal opportunity and gender equality.
  • Demonstrated experience in integrating gender and diversity issues into programs.

Languages:

  • Fluency in English and Arabic is required.
