Duties and responsibilities:
Roles and Key Responsibilities:1. Commodities & Supply Chain Management - Oversee end-to-end management of commodities, including receipt, storage, handling, dispatch, loss mitigation, and reporting, in line with CRS and donor compliance standards.
- Ensure accurate and timely commodity accounting, including stock cards, bin cards, warehouse ledgers, release orders, waybills, and monthly socialized stock reports.
- Implement and monitor warehouse management protocols, ensuring proper stacking, ventilation, pest control and maintain security protocol.
- Coordinate with Program and MEAL teams to ensure accurate distribution planning, commodity tracking, and post-distribution reconciliation.
- Lead periodic physical inventory counts, spot-checks, and warehouse audits to ensure zero-loss and full transparency.
- Provide direct oversight of all procurement activities for the Thabat Project, ensuring compliance with CRS and donor procurement policies, transparency, and value for money.
- Develop and implement supply chain strategies to optimize sourcing, procurement, inventory management, and distribution of goods and services.
- Coordinate with suppliers, service providers, and internal stakeholders to ensure timely procurement and delivery of project materials and services.
- Monitor supplier performance, manage contracts, and resolve procurement-related issues.
- Support procurement processes related to commodity transport, storage, handling, and warehouse services.
- Ensure all commodity and procurement movements adhere to accountability, documentation, and reporting requirements.

2. Operational Management & Support - Ensure effective management of logistics, fleet, travel, guest house, warehouse, and facilities operations to support project activities.
- Develop, implement, and continuously improve operations systems, SOPs, and workflows for efficiency, accountability, and compliance with CRS and World Bank requirements.
- Coordinate closely with the Program Team to ensure timely logistical support for field activities, distributions, training, missions, assessments, and emergencies.
- Oversee procurement of operational supplies, consumables, and equipment in compliance with CRS procurement policies.
- Ensure cost-effective resource use and adherence to stewardship principles.

3. Fleet, Transport & Movement Coordination - Manage all fleet operations, including vehicle allocation, tracking, maintenance, fueling, and driver performance.
- Ensure compliance with CRS transport and road safety policies, including trip planning, safety briefings, and incident reporting.
- Coordinate commodity transportation from warehouses to distribution sites ensuring security, documentation, and delivery verification.
- Maintain Travel planning for Project staff, TDYer and Consultant.
4. Administrative & Facilities Management- Oversee planning and coordination of staff and visitor travel, including ticketing, visas, vehicle movement, and accommodations.
- Manage guest house operations ensuring safety, cleanliness, hospitality, and accurate occupancy/visitor records.
- Supervise management of office premises and facilities, ensuring maintenance, utility management, security, and adherence to health and safety standards.
- Ensure effective asset and inventory management, including tagging, tracking, and reporting.
5. Staff Management & Capacity Strengthening- Provide leadership, guidance, and performance management to operations, warehouse, and administrative staff.
- Build staff capacity on supply chain, procurement, commodities management, documentation, and compliance.
- Foster a supportive, learning-focused working environment.
6. Representation, Compliance & Coordination- Represent CRS in operational, logistics, supply chain, procurement, and commodities coordination meetings with local authorities, UN agencies, cluster systems, service providers, and partners.
- Ensure all operations follow CRS, World Bank, and national regulatory standards.
- Maintain service contracts for utilities, warehouse services, security, and premises maintenance.
- Ensure all staff have access to updated safety and emergency information and support local safety planning.

Minimum Qualification, Skills and Experience Required:
Basic Qualifications: - Bachelor’s degree in business administration, Supply Chain and other relevant field, or equivalent experience.
- Minimum of 5 years’ work experience in Supply Chain, logistics, and administration officer/support level position with progressive responsibilities.
- Minimum 3 years’ experience serving in a mentorship or team leader capacity.
Preferred Qualifications - Master’s degree in business administration, Supply Chain, or another relevant field.
- Management experience. Experience working in an NGO.
- Experience working in and with financial systems, including budgeting and budget/expense analysis.
- Knowledge of multiple public donors’ regulations, including CRS’ primary institutional donors.
Knowledge, Skills and Abilities - Proficient in MS Office packages, Web Conferencing Applications, and information and budget management systems.
- Excellent written and verbal communication skills, including via Outlook and Teams. Ability to respond effectively and proactively in a remote working environment.
- Good strategic, analytical, systems thinking, and problem-solving skills and ability to make sound judgments and decisions.
- Knowledge of Oracle ERP or similar financial reporting software.
- Staff management experience and abilities that are conducive to a learning environment.
- Good relations management abilities. Ability to work collaboratively.
- Ability to leverage proactive, resourceful, solutions-oriented and results-oriented mindset.
Required Languages: Fluency in English and Arabic Travel: Must be willing and able to travel up to 25% based on country’s need. Supervisory Responsibilities: Yes
