Program / Department / Summary

 

Mercy Corps has been operational in Sudan since 2004 and currently has a country office in Khartoum and field offices in South Darfur, South Kordofan, North Kordofan, and Gedaref states. We work with Sudanese communities to build resilient, scalable solutions that interrupt the cycle of fragility and crisis due to conflict and climate change by improving food and water security, peace and governance, and enabling economic opportunities in the agricultural sector.

Our programs in Sudan cover the triple nexus approach with a range of projects interlinking the humanitarian, development, and peace sectors. Our humanitarian response focuses on integrated FSL, Cash, WASH, Protection, and Nutrition activities with cross-cutting focuses on youth and gender. These programs have a strong emphasis on increasing self-reliance through the provision of improved livelihood opportunities. Under our peace program, we aim to promote an active role for women in preventing and mitigating violence and conflict, especially in South Darfur and South Kordofan, in collaboration with civil society. Our development program is pioneering a Market System Development (MSD) approach to support the food security and strengthening of agricultural market systems for smallholder farmers in South Kordofan and Blue Nile. The project has a focus on the empowerment of women and promotion of climate-resilient agriculture.

Working with a diverse base of donors that includes the United States Agency for International Development (USAID), Switzerland Development Cooperation (SDC), Swedish International Development Agency, AICS, Sudan Humanitarian Fund, Centre de Crise et de Soutien (CDCS) and others, Mercy Corps empowers people to recover from crisis, build better lives, and transform their communities for good. We work closely with the private sector, civil society, and governance structures at local, regional, and national levels to facilitate change and ensure that opportunities are inclusive of all Sudanese.

 

Mercy Corps will be implementing a 12-month Centre de Crise et de Soutien (CDCS) funded project scheduled to start in July 2025, proposed by a consortium made up of four partners whose areas of expertise are complementary. The program aims to meet the urgent needs of populations affected by the conflict in Sudan or displaced, as well as host communities. The project adopts an integrated approach, including nutrition, health, water, sanitation and hygiene, shelter and NFI, protection, and multi-purpose cash assistance to respond to a complex situation, which corresponds to the most recent crisis to an entrenched regional and national crisis.  

The Position (General Position Summary)  

The Operations Assistant is responsible for all facilities & office management functions and logistics (asset management, fleet management and warehousing) functions in a specific field office.  



 
 Duties and responsibilities:

Essential Responsibilities   

Promptly process service and goods purchase requests for the respective office in coordination with procurement.   

  • Manage the fleet and the movements and ensure the travels for national and international Mercy Corps or official visitors as per the movement plans.  • Must have a clear understanding of all Mercy Corps policies and operation requirements. 
  • Any coordination required with multiple stakeholders (internal/ external) for commodities movement for and to warehouse.   
  • Assist in purchasing items required for office operation in coordination with procurement.   
  • Receive and certify all purchases made by Mercy Corps in the field office for operation use.   
  • Document all Logistics procedures and keep file copies of all documentation.   
  • Responsible for Fleet management and reporting.   
  • Responsible for Warehouse management and reporting.   
  • Responsible for Assets and Inventory management and reporting.   
  • Responsible for admin, facilities management and facility contracts for Mercy Corps offices, guesthouses and warehouses.   
  • Maintain a clear record of all leases.   
  • Assist in operation utility bills like water and power bills.   
  • Manage the transportation of goods/supplies in Mercy Corps operational areas and to beneficiaries. 
  • Ensure that commodities stored in the warehouse/storage are safe and in good condition.   
  • Contributes to team effort by accomplishing related results as needed. 

 

STRATEGY AND PLANNING  

  • Work with the regional senior leadership team to develop and support the regional strategy.  
  • Mobilize support services and risk management resources to enable country and regional leadership teams to execute their respective strategic priorities.  
  • Lead the development and administration of regional and country-level reports on key finance, operations, and human resources indicators.  
  • Manage and administer regional core budgets in coordination with regional and global leadership.  
  • Lead on measurement and analysis of regional key performance indicators to inform strategic decision making.  

  

REGIONAL SYSTEMS AND SUPPORT FUNCTIONS  

  • Ensure that effective systems are in place in all country offices for the adequate management of human resources, financial, and operational field support functions.  
  • Review and support country team adherence to Mercy Corps and donor policies and procedures.  
  • Capture and disseminate best practices on operations, finance, and HR systems across country teams to ensure the highest quality and standards.  
  • Provide dedicated support to country teams in the event of an emergency or startup of a complex program that requires additional resources.   
  • Collaborate with country finance leads in producing bi-annual master budgets.  

  

HUMAN RESOURCES   

  • Support Mercy Corps global and regional initiatives for human resources, including safeguarding and talent development.  
  • Collaborate with the people team to promote staff access to high-quality learning opportunities, with a special emphasis on national team member development.  
  • Assist with the onboarding of senior team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.  

  

RISKMANAGEMENT  

  • Engage and support countries across the region to ensure that adequate risk management systems are in place.  
  • Collaborate with country leadership to support preparedness and response to major disruptive events.  
  • Engage with country teams on the internal audit process to track findings and ensure country team compliance with IA findings and recommendations.  
  • Engage with country-level Ethics and Assurance managers as well as the global Ethics and Assurance department to track and analyze trends and needs across countries.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.  
  • Practices the values of Mercy Corps, including respecting the dignity and well-being of participants and fellow team members.  
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

 Minimum Qualification, Skills and Experience Required:

Living Conditions / Environmental Conditions 

The position is based in Gazera, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Housing for this role is in individual housing, and staff will have access to good medical services, and the living situation is of a high standard.
