 Background:

The Access and Liaison officer is a key member of staff contributing to the effective communication with Stakeholders and Authorities, and follow-up of all PUI Liaison tasks. Under the supervision of the HOB/Area coordinator, the  admin ,Access and  Liaison officer is responsible for PUI staff entry and travel permits with local authorities, as well as supporting on assessment processes whenever needed. 

 

In addition, the  Access and Liaison officer will establish links and synergies with local and national authorities at all levels, facilitating the good communication and coordination.

 

The Access and Liaison officer will follow closely local and federal social, political and economic situation. They will provide analysis and regular updates on the context to strengthen knowledge and comprehension by PUI staff of the environment where the PUI office is located.  He/She  will also support the head of base in ensuring safety and Security rules are known and followed by staff.



 
 Duties and responsibilities:

  • Oral and written translation between English and Arabic.
  • Actively participate and support teams during assessments and evaluations.
  • Liaising with local authorities to ensure access and good coordination in Jazeera state.
  • Implementation of all the activities related to permits / approvals from the Authorities 
  • Ensure the safety and security protocols of the office are followed and maintained. 
  • Facilitate communication of the program team with different stakeholders and partners   
  • Management of information (data) and knowledge (capitalization) 
  • Follow up of all PUI entry and travel permits.

         Specific objectives and linked activities:

 

         Liaison with administrative, security, humanitarian stakeholders and representation

  • Develop, build and maintain a network of interlocutors with all the stakeholders (security forces, INGOs/NGOs, administration…)
  • Research, prepare and follow up on general Jazeera official processes (registration, statements, etc.), as necessary
  • Ensure representation of PUI on any issue related to different authorities in Jazeera state.
  • Participate in meetings as delegated by the head of base/HOB with different authorities, ensure translation when needed and submit the reports.
  • Support the mission by facilitating communication with local authorities and other partners
  • Coordination with HOB/Area Coordinator and relevant stakeholder for any Security issue related to area of operation. 

 

          Context analysis and monitoring

 

  • Update regularly the  HOB /Area Coordinator on the national and state context in all PUI intervention zones to ensure that teams can access the different areas.
  • On weekly basis, produce documents analyzing and presenting subjects linked to the PUI environment of work, whether on cultural, social, economic, political, or humanitarian, issues in Jazeera state
  • With the direction of the HOB/Area coordinator, coordinate a 24-hour response to all security and safety related incidents involving PUI staff and premises; Alert management and conduct investigations and follow up as needed.

          Gather and analyze information related to the context in all PUI-Jazeera operational areas; stay up-to-date on any changes in           context by maintaining relevant contacts and soliciting information from relevant parties

 

          Project Agreements and MoUs 

  • Support in the drafting and translating of Technical Agreement documents for new projects and MoUs with partners and authorities 
  • S/he supports translating documents related to PUI’s tools from English to Arabic and ensures strict adherence to the meaning and formatting of the original documents.
  • Upon request from the HOB/ Area Coordinator, provide interpretation for conversations between PUI’s employees and/or its contacts at any time this is needed.

           Assessment and Access

  • Participate and/or support the program team during the design of assessment grids and evaluation program grids
  • Conduct security risk assessments of PUI premises and Vehicles then advise management on safety improvement measures; 
  • Conduct desktop and on-ground Access Assessments for all new locations, helping to Evaluate risks to staff, beneficiaries or Medical Teams assets
  • Assess all potential facilities (offices, accommodation, warehouses, health facilities etc), making Recommendations on safety of location and security additions needed.
  • Participate in and contribute to need assessments for new project location, working on PUI Acceptance and developing an access strategy according to PUI policies

 

        Accountability & Learning & Training

 

  • Ensuring a high level of accountability in processing visas for PUI staff. Ensure effective complaints, and feedback from authority to the organization and vice versa
  • Ensuring that the risk Assessment tool is updated on regular basis, according to evolution of the context and lessons learnt
  • Ensure prompt follow-up of staff complaints and suggestions, ensuring that timely feedback; and that issues raised are addressed appropriately.
  • Ensure that staff are aware and uphold the Field Operations Safety and Security Policy

         In General, the Access and Liaison officer has to remain flexible and perform other duties as required for the good                          running of the PUI Sudan mission.

  • Training in Project Cycle management
  • Training in First Aid training ( TOT) 
Professional experience
  • Experience working in a similar role in programs
  • Experience in data management
  • Experience with a humanitarian NGO
  • Previous experience as security/Access or liaison officer 
  • Experience with PUI
  • Experience in Risk analysis and mapping.
