Background: Job Title: MEAL Manager Location: GOLO Covering - Central Darfur Region Under the Line management of the Head of MEAL, Sudan Works in collaboration with: All TGH teams (Field Coordinator, Deputy Field Coordinator, projects staff, Log, Admin/Finance, Com mob…) Overall, PurposeThe MEAL Manager will provide strategic leadership, coordination, and technical oversight for Monitoring, Evaluation, Accountability, and Learning (MEAL) functions across all TGH projects implemented in the Darfur region. The role ensures that high-quality evidence and learning are integrated into program design, implementation, and reporting. The MEAL Manager will lead MEAL Officers across multiple bases, strengthen systems and capacities, ensure data integrity, and promote adaptive learning across sectors such as FSL, WASH, Protection, and Emergency Response. Key ResponsibilitiesMEAL Systems Strengthening and Oversight- Lead the development, rollout, and operationalization of regional MEAL systems aligned with the TGH Sudan MEAL Framework.
- Ensure harmonization of data collection, reporting tools, and indicator tracking across all Darfur field bases.
- Oversee the implementation and regular updating of project MEAL plans, Indicator Tracking Tables (ITTs), and Performance Monitoring Frameworks.
- Support the integration of cross-cutting issues such as gender, protection, and inclusion into MEAL tools and analysis.
Data Management, Analysis, and Reporting- Supervise the establishment and maintenance of comprehensive databases for all TGH projects in Darfur.
- Ensure data quality through regular data audits, consistency checks, and DQA exercises.
- Oversee data analysis, visualization, and use of tools such as Power BI, Tableau, or Excel dashboards to support decision-making.
- Coordinate the production of timely and data-driven reports for internal and external stakeholders (monthly, quarterly, and annual reports).

Duties and responsibilities:
- Provide evidence-based insights for program adaptation, proposal development, and donor reporting.
Monitoring, Evaluation, and Learning- Oversee and coordinate all MEAL activities including baseline, midline, and endline surveys, as well as needs assessments.
- Facilitate learning events, after-action reviews, and periodic reflection sessions to promote adaptive management.
- Strengthen field-level capacity to conduct data collection using digital tools (e.g., Kobo, CommCare, ODK).
- Promote participatory monitoring by engaging communities, local authorities, and other stakeholders.
Accountability and Feedback Mechanisms- Work closely with the AAP/CFRM team to ensure effective community feedback and complaint mechanisms are functional across all Darfur bases.
- Ensure feedback data is analyzed and integrated into program improvement plans.
- Support regular feedback loop communication between communities, field teams, and senior management.
Staff Management and Capacity Building- Supervise, mentor, and technically guide MEAL Officers and Assistants across Darfur.
- Conduct regular field visits for coaching and capacity strengthening of MEAL and program staff.
- Develop and implement a MEAL staff capacity-building plan, including trainings in data analysis, report writing, accountability, and learning.
- Foster a strong learning culture and professional development environment among MEAL teams.
Coordination and Representation- Represent MEAL at regional coordination forums, partner meetings, and donor visits.
- Work closely with the Country MEAL Manager to align Darfur-level MEAL strategies with national priorities.
- Collaborate with sector leads to ensure MEAL evidence informs strategic planning and proposal design.
- Contribute to cross-mission learning and best practice documentation within TGH.

Qualifications and Experience- Bachelor’s or Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, Social Sciences, or related field.
- Minimum of 7 years of experience in MEAL, including at least 3 years in a managerial or coordination role in humanitarian or development settings.
- Proven track record in designing and managing MEAL systems for multi-sectoral projects (FSL, WASH, Protection, etc.).
- Strong command of data management and visualization tools (Excel, Power BI, SPSS, or similar).
- Demonstrated experience in team supervision, coaching, and performance management.
- Excellent report writing, analytical, and presentation skills.
- Knowledge of donor reporting requirements (ECHO, BHA, SHF, UNICEF, etc.).
- Fluency in English and Arabic (spoken and written).
