MSF-Swiss is seeking to employ 1 (one) qualified candidate in the Khartoum Project for the position of Deputy Project Coordinator.



 
 Duties and responsibilities:

Main Purpose of the position:

The Project Coordinator (PC) delegates ad hoc some responsibilities to the Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers. In general terms, the Deputy Project Coordinator will assist the PC in planning project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed. He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence. 

 

Responsibilities

  • Contribute to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.  
  • Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.  
  • Participate in the security management in the project, updating the security guidelines.  
  • Upon request of the PC, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)  
  • Support the PC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.  
  • Participate in exploratory missions according to the PC’s indications, in order to better comprehend context, priorities, constraints and population needs.  

 

Context Specific Responsibilities

Representation & Networking 

  • Representing MSF externally together with the PC, or delegated by PC, and negotiating on behalf of the project coordination in close cooperation with the PC and based on previously agreed messaging. Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.), updating contacts (names, telephone numbers, addresses and other relevant details), and actor mapping. Organizing appointments for the PC and others as needed. 
  • Assisting in safeguarding and promoting MSF’s image externally.  

 

Analysing Medical and Humanitarian Context

  • Monitoring, analysing and reporting on key issues to the PC and providing contextual information, through a sound knowledge of counterparts, parties, actors, and authorities, in different administrations/parties and governorates/districts to improve understanding and decision-making processes. 
  • Preparing and conducting context and cultural briefings on the project context to new employees (national and international) to facilitate their integration and within the project environment.   
  • Being contactable by phone and available to assist the PC with important operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays).  

Communication & Translation  

  • Assisting the PC in Internal and External Communication sessions and events about MSF in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Writing meeting minutes and contributing to the meeting logbook. 
  • Drafting, translating and reviewing documents and acting as an interpreter when needed.  Assisting the drafting correspondence with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.  

Emergency Response 

  • Lead and manage Emergency Response projects as they arise (short term, small interventions), at the direction of the PC. Being accountable for the proper planning, sizing, and coordination of all financial and material resources for emergency response projects. 

 


 
 Minimum Qualification, Skills and Experience Required:

Requirements

Education: 

  • University Degree. Preferably a medical or paramedical qualification.  
  • Desirable degree in Project Management or HR Management. 

Experience: 

  • Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs. 
  • Essential experience working in Sudan with demonstrated capacity for analysis, networking and negotiation. 
  • Preferred experience working with MSF as Humanitarian affairs officer, Project Coordinator, Deputy Head of Mission, HoM support, Deputy PC 
  • Experience in and exposure to working in a complicated political, security and humanitarian environment 
  • Experience in data collection, reporting and analysis 
  • Strong networking skills and written and verbal communication skills 
  • Desirable: Management Experience 

Language: 

  • Essential: Fluent in Arabic and English (written and oral)

Knowledge:

  • Essential computer literacy (word, excel and internet) 
  • Strong knowledge of governmental and humanitarian actors, structures, and functions 
  • Knowledge of and interest in humanitarian issues 
  • In-depth contextual knowledge and analysis skills 
  • High level of knowledge of local culture and customs
