Background: ROLE PURPOSE: The WASH Construction Officer/Supervisor will be part of the emergency response to the North Darfur crises team, aiming at supporting health facilities, local communities, and IDPs affected by the recent crises. The incumbent of this position represents RI values and principles in interactions with beneficiaries, staff and external audiences. These values and principles include commitment to the mission of Relief International, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity. S/he will be expected to work closely with the target communities; the project team, area offices and respective operational locality level stakeholders. S/he will be responsible for the design, the timely implementation of the WASH/construction activities at community and institutional level and their monitoring as per the approved project document, government and donor requirements and Relief International quality standards |

Duties and responsibilities: KEY AREAS OF ACCOUNTABILITY: This post focuses on emergency/humanitarian programming, Ensure that the WASH infrastructures and services are implemented according to the approved donor and government agreements. Planning, implementation, monitoring, reporting and review of response activities as per the agreed document with donor and partners. Carrying out needs assessments and identify possible technical solutions/locations to respond to the identified needs. Develop designs and bill of quantities of WASH/construction services and infrastructures to rehabilitate/construct. Those may include but are not limited to: emergency and durable latrines, water trucking, water treatment and water quality monitoring, water wells, health facilities blocks, waste management zones and others. Those services and infrastructures may be provided both at community and institutional level (health care facilities, nutrition centers), informal IDPs camps. Responsible for controlling and validating the quality of the material to purchase and received. Direct supervision of work site for the construction and implementation of WASH infrastructures and services, including supervision of contractors, masons and daily labor from the community. Monitor the use, storage and quality of the tools used by community and workers in the field. Provide daily/weekly report to immediate supervisor. Provide technical training for the artesian, governmental technicians, and concerned community members for operation and maintenance of the WASH infrastructure, including water treatment (coagulation and chlorination processes) and water quality monitoring (sue of pool tester). Be based in the targeted regions (depending on the needs) for several days per week to monitor the activities, including overnight stay in rural areas. Work in close coordination with the WASH promotion officers to ensure community feedback is used to design user centred WASH facilities that can respond to the needs of the targeted population, in the respect of dignity and local culture and that enable correct hygiene behaviour. Contribute to regular data collection in the field during needs assessments, baseline and end-line surveys. Undertakes any other relevant tasks assigned by the supervisor. Minimum Qualification, Skills and Experience Required: QUALIFICATIONS AND EXPERIENCE University Degree in Civil or Structural Engineering, water resource/hydraulic engineering or Architecture or relevant disciplines. Minimum 3 years of total experience of which 1 years in WASH emergency interventions in INGOs Experience in WASH facilities construction in a complex and demanding workload. Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring and reporting. Demonstrated work experience in designing, supervise and implementing water, sanitation and hygiene infrastructural programs in community, and health facilities. Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks. Strong interpersonal skills, communication, presentation and facilitation skills and an ability to train and mentor staff. Desired spoken and written English. Good computer skills (particularly Auto CAD, Excel, Word and databases) |
