 Background:

The Health Manager will be under the supervision of the Health & Nutrition Coordinator and will work closely to achieve and lead more or less the following objectives:

To provide technical leadership for the health component of Action Against Hunger’s programming in Sudan. The Health Manager will ensure that primary health care (PHC) and related services are effectively implemented, technically sound, integrated with nutrition and protection interventions, and compliant with national and international standards. The position will also lead pharmaceutical management and ensure accountability, quality, and sustainability of health service delivery across all supported facilities and mobile teams.

To lead and manage the national health portfolio of Action Against Hunger in Sudan by ensuring the delivery of high-quality, integrated, and accountable health services across supported health facilities and mobile clinics. The Health Manager will oversee state-level implementation, guide pharmaceutical and supply chain operations, and ensure alignment with national health strategies and ACF’s country strategy.



 
 Duties and responsibilities:

Objective 1: Provide Technical Leadership for the Health Sector

Tasks:

  • Lead the technical design of AAH’s health programs, ensuring alignment with organizational priorities and national health strategies.
  • Define priorities for PHC, SRH, and outbreak response, ensuring integration with nutrition, MHPSS, and WASH.
  • Support the development and periodic update of national health technical guidelines, SOPs, and quality standards in line with WHO and MoH frameworks.
  • Support proposal development and donor engagement by providing technical inputs, budget justifications, and logical frameworks.
  • Oversee national health situation analysis, including surveillance data trends, epidemiological updates, and risk assessments.
  • Ensure inclusion of emergency health preparedness (cholera, malaria, measles, dengue, AWD, etc.) within program design and contingency planning.
  • Review and provide technical support for all health reports, proposals and assessments submitted to donors or clusters.
  • Promote innovation, digital health monitoring tools, and data-driven decision-making within the mission

Objective 2: Supervise and Coordinate State-Level Health Implementation

Tasks:

  • Supervise all State Health Officers, ensuring harmonization of implementation approaches and adherence to technical standards.
  • Develop annual operational plans and support states to implement quality PHC and SRH services.
  • Lead quarterly coordination and performance review meetings with state teams, providing mentorship and problem-solving support.
  • Support cross-state coordination for disease surveillance, referral mechanisms, and emergency response.
  • Review and consolidate health data from all states for national-level analysis and strategic planning.
  • Ensure uniform application of AAH protocols for infection prevention and control (IPC), triage, waste management, and patient safety across all facilities.
  • Ensure integration of Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) interventions across all supported health facilities.
  • Support inclusion of gender-sensitive programming, adolescent-friendly services, and disability inclusion in health interventions

Objective 3: Strengthen Pharmaceutical and Medical Supply Chain Systems

Tasks:

  • Provide national-level oversight of pharmaceutical systems through direct supervision of the Senior Pharmacist.
  • Ensure all field pharmacies comply with Good Storage and Distribution Practices (GSDP), and medicines are managed in accordance with national and ACF standards.
  • Lead mission-wide forecasting and quantification of essential medicines, medical supplies, and equipment.
  • Ensure consistent and real-time stock data reporting using standard AAH pharmacy management tools (e.g., SFUMed, Excel dashboards).
  • Review consolidated stock reports monthly to identify consumption trends, wastage rates, and risks of rupture or expiry.
  • Support national-level planning for emergency buffer stocks and ensure pre-positioning of critical medicines in outbreak-prone areas.
  • Oversee rational drug use, prescription audits, and periodic training on pharmacovigilance.
  • Support logistics in supplier vetting, QUAMED compliance, and quality assurance processes.
  • Lead mission-level pharmaceutical audits and contribute to procurement risk management

Objective 4: Quality Assurance, Monitoring, and Data Management

Tasks:

  • Develop and enforce national quality assurance tools for PHC, SRH, and pharmaceutical services.
  • Supervise state teams to ensure compliance with IMCI, ICCM, EPI, and SRH standards in all supported health facilities.
  • Lead the review and analysis of service delivery data (consultations, morbidity, maternal health indicators) to guide program improvements.
  • Coordinate integration of health indicators into DHIS2 and ensure consistency with MoH and cluster reporting systems.
  • Conduct periodic data quality audits and field monitoring to verify accuracy of reports and adherence to technical standards.
  • Establish national-level dashboards and trend analyses for morbidity, utilization rates, and stock availability.
  • Facilitate joint supervision visits with MOH and other stakeholders to ensure transparency and accountability.
  • Document and disseminate lessons learned, success stories, and operational research findings.

Objective 5: Capacity Building and Mentorship

Tasks:

  • Design and implement the mission’s annual health capacity-building plan in coordination with HR and MoH.
  • Provide technical training and on-the-job mentorship for State Health Officers, Senior Pharmacist, and facility staff on PHC, surveillance, SRH, IPC, and pharmaceutical management.
  • Support development and adaptation of training curricula for IMNCI, ICCM, ANC, PNC, and disease outbreak control.
  • Build MOH capacity through joint supervision, mentoring, and technical workshops.
  • Facilitate communities of practice and peer learning among AAH health teams to promote technical excellence and knowledge sharing.
  • Ensure documentation of training outcomes and performance improvements for reporting and learning purposes

Objective 6: Representation, Coordination, and Compliance

Tasks:

  • Represent AAH at national coordination forums (Health Cluster, RMNCAH TWG, IDSR TWG, ICCM TWG).
  • Strengthen collaboration with FMOH departments (PHC, EPI, RH, and IDSR) for harmonized service delivery.
  • Advocate for the inclusion of essential medicines, outbreak preparedness, and PHC strengthening within donor pipelines and humanitarian response plans.
  • Provide technical input into MoH or cluster-led assessments and joint responses during outbreaks or emergencies.
  • Ensure compliance with donor and AAH internal standards in program implementation, procurement, and reporting.
  • Support external audits, donor monitoring missions, and evaluations, ensuring full technical documentation and evidence.

Provide strategic sight to the Health and Nutrition Coordinator on sector trends, risks, and funding opportunities


 
 Minimum Qualification, Skills and Experience Required:

Training:

Bachelor’s degree in medicine, Nursing, or any related field.

Postgraduate training in Public Health, Health Systems Management, or Pharmaceutical Logistics is desirable

 

Technical specific knowledge:
  • Strong understanding of Sudan’s health system and international humanitarian health standards (SPHERE, WHO, MoH protocols).
  •  
  • Solid expertise in primary health care (PHC), integrated disease surveillance, maternal and reproductive health, outbreak preparedness, and health systems strengthening.
  • Proven knowledge of pharmaceutical management, rational drug use, supply planning, and cold chain systems.
  • Competence in health information systems (DHIS2, HeRAMS, eDEWS) and quantitative data analysis (Excel, Power BI).
  • Strong understanding of donor regulations (BHA, SIDA, ECHO, GFFO, UNICEF) and compliance mechanisms.
  • Experience in health systems capacity-building, supportive supervision, and quality improvement frameworks.
  • Strong background in program design, proposal writing, monitoring and evaluation of health projects
Previous experience (years):
  • Minimum of 3 years of professional experience in health program implementation, preferably in humanitarian settings.
  • At least 2 year of experience working in the humanitarian sector (NGOs, UN, or similar).
  • Experience in managing or supporting medical stock systems is an added advantage

Remuneration package

  • Based in:  Port Sudan (with frequent travel to localities across Sudan Country).
  • Position length:  1 year (renewable) based on Performance
