 Background:

The humanitarian and socioeconomic crisis in Sudan continued to deteriorate throughout 2025, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest internal mass displacements in Africa’s history. Food availability is hampered by the current conflict, and price increases reduce access to food, medicine and other basic goods.

The number of people displaced by the conflict that started on 15 April 2023 continues to increase. About 13 million people fled their homes in Sudan, this includes about 10 million people displaced within Sudan and another 3 million people who fled abroad.

CESVI plan to implement humanitarian operations financed by AICS in the country with a particular focus on protection and is currently focusing on the most affected areas, in particular in Red Sea State and Northern State. 

Administrative and Logistics Officer will work in close coordination with the head of mission and project staff



 
 Duties and responsibilities:

Financial and accounting management

- Supervises the management of cash and bank accounts, ensuring accurate reconciliations on a monthly basis.

- Oversees programme accounting and filing of accounting documents.

- Collaborates with the Project Manager and Country Administrator to ensure proper financial management, including financial forecast, expenditure projections and final budget.

- Verifies that programme expenditures are reasonable, allowable and in accordance with CESVI and donor procedures.

- Supports the preparation of Interim and Final Financial Reports of projects and documentation for audits.

- Manages the weekly upload of data into the accounting system.

 

Logistics and operational management

- Assesses needs and ensures the provision of adequate means (facilities, communications, secure areas, etc.) to guarantee the safety of personnel.

- Coordinates evacuation procedures in the event of an emergency.

- Facilitates coordination between departments, improving the effectiveness of logistical operations.

- Collaborates in the design and organization of the supply chain, ensuring compliance with CESVI and donor standards.

- Assesses procurement risks and develops mitigation plans to ensure efficiency and security.

- Conducts market research to ensure costs are competitive and in line with market prices.

- Manages warehouses and operating bases, ensuring documentation and accurate monthly stock reports.

- Supervises vehicle management, monitoring purchases, rentals, fuel consumption, services and repairs.

- Drafts and manages contracts with suppliers, leases, rentals, fuel and vehicles.

- Supervises logistics personnel, including warehouse workers, security guards and cleaners.

- Maintains the team's offices and residences, ensuring the proper functioning of the facilities.

- Trains staff on the use of recording systems and prepares monthly reports and analyses on inventory and ongoing activities.


 
 Minimum Qualification, Skills and Experience Required:

- Professional qualification in supply chain management, business administration or related disciplines, held for at least 3 years.

- At least 2 years of relevant experience in a similar position with international organization such as the United Nations, NNGO or INGO.

- Excellent organization skills, with aptitude for multitasking, managing under pressure and meeting deadlines in a dynamic and constantly changing environment.

- Strong interpersonal communication skills, able to build and maintain strong relationships with staff, partners, government authorities, donors and other stakeholders.

- In-depth knowledge of donor rules, regulations and policies related to procurement management and compliance, with particular reference to major donors and the Sudan context.

- Creativity and flexibility in problem-solving, with the ability to adapt to different operational needs.

- Professionalism and diplomacy demonstrated in dealing with various stakeholders.

- Ability to interact confidently with senior officials, representing the organization in an authoritative manner.

- Proficiency in the use of MS Office, with a practical approach to managing documents and reports.

- Knowledge of local languages and English (both written and spoken) mandatory for effective communication in the field
